As the Fourth Industrial Revolution reshapes the nature of warfare, the means of conducting war are undergoing revolutionary changes. Militarily dominant nations, such as the United States, along with traditional powers like China and Russia, are actively developing advanced weaponry and new concepts of warfare. Notably, North Korea’s space development has been closely tied to its nuclear weapons program, long-range missile development, and broader strategic weapons policies. As such, North Korea’s space development status and strategic direction emerge as critical variables, influencing not only inter-Korean relations but also the security dynamics of the Korean Peninsula and efforts to establish a peace regime. In this context, there is a pressing need for South Korea’s military to evolve its warfighting concepts to swiftly respond to threats and achieve relative superiority in emerging domains of military competition, such as cyber, space, and electromagnetic spectrum operations. This would help deter armed conflict and enhance military effectiveness if conflict arises. Recent developments, including North Korea’s advancements in long-range missile technology, are increasingly linked to cutting-edge space industry progress. Of particular concern is the comprehensive strategic partnership agreement signed between North Korea and Russia in June 2024, which raises the possibility of collaboration in advanced space technologies—a significant emerging threat. Therefore, it is imperative to classify and analyze the competition in aerospace technology and space weaponry for future warfare, examine operational concepts, and track trends in satellite and launch vehicle development. Additionally, understanding the space science and technology advancements of major countries is essential for crafting effective response strategies for the South Korean government. This paper aims to explore the evolving dynamics of space-related technological competition, focusing on future warfare in outer space. It also seeks to analyze the current state and challenges of South Korea’s scientific and technological advancements to counter North Korea’s space development and promote the peaceful utilization of outer space.

4차산업혁명 시대를 맞이하여 전쟁 양상이 변화하면서 전쟁을 수행하는 수단도 획기적으 로 변화하고 있는데, 군사적으로 초강대국인 미국을 비롯한 중국과 러시아 등 기존 군사강국들 은 다양한 신무기와 새로운 전쟁개념을 발전시키고 있다. 특히 북한의 우주개발은 북한 핵개 발, 장거리 미사일 등 핵개발 전략과 전략무기 개발 정책과 연계되어 왔기 때문에 북한의 우주 개발 현황과 우주전략의 방향성은 남북관계뿐만 아니라 한반도 안보적 위기 및 평화체제 정착 에 중요한 변수로 대두되고 있다. 따라서, 군사적 경쟁공간(사이버, 우주, 전자기 영역 등)에서 한국군의 신속한 대응과 상대적 우위를 통해 무력충돌을 억제하며, 무력충돌 시 군사력의 효과 를 확보할 수 있는 방향으로 전쟁개념이 발전되어야 할 필요성이 요구되고 있다. 북한의 핵‧장거리미사일 등 전략무기 개발은 최첨단 우주산업 개발과 연결되어 있다. 무엇 보다 2024년 6월 북한이 러시아와 ‘포괄적 전략 동반자 관계에 관한 조약’을 맺고 러시아와의 협력을 통한 첨단 우주 기술의 습득 가능성은 큰 위협으로 부상하고 있다. 따라서, 항공우주 산 업과 미래전에 대비한 우주무기 등, 과학기술 경쟁에 대한 분류, 운용개념, 위성체 및 발사체 발전 추세, 주요국의 우주과학기술 개발 동향을 파악할 필요가 있다. 본 논문에서는 향후 전개 될 우주 공간의 미래전을 중심으로 주요 우주과학기술 경쟁 양상을 살펴보고자한다. 또한, 북 한의 우주개발에 대응하고 우주 공간의 평화적 활용을 위한 한국의 과학기술 발전 현황과 과제 를 분석하고자 한다.
