This study explores ways to establish inter-Korean cooperative governance to address the climate crisis on the Korean Peninsula. As the climate crisis poses a complex challenge threatening the sustainability of the Korean Peninsula beyond environmental issues, cooperation between North and South Korea has become essential. Applying Ansell and Gash’s collaborative governance model, this study analyzes the initial conditions, institutional design, collaborative process, facilitative leadership, and intermediate outcomes of inter-Korean climate change cooperation. The analysis reveals that building inter-Korean cooperative governance requires establishing comprehensive cooperation systems, ensuring participation of diverse actors, and constructing domestic and international institutional foundations. This study proposes institutionalizing cooperation between the North and South Korean governments under the common goal of responding to the climate crisis, promoting participation of non-governmental actors, and overcoming the constraints of sanctions against North Korea through international cooperation. Establishing such cooperative governance can contribute to enhancing climate crisis response capabilities, establishing peace, and achieving sustainable development on the Korean Peninsula.

본 연구는 한반도 기후위기 대응을 위한 남북한 협력 거버넌스 구축 방안을 모색하였다. 기 후변화로 인한 위기는 환경 문제를 넘어 한반도의 지속가능성을 위협하는 복합적 도전이 되고 있어, 남북한 협력이 필수적이다. 이에 본 연구는 Ansell과 Gash의 협력적 거버넌스 모델을 적용하여 남북한 기후변화 협력의 초기 조건, 제도 설계, 협력 과정, 촉진적 리더십, 중간 결과 물 등을 분석하였다. 분석 결과, 남북한 협력 거버넌스 구축을 위해서는 포괄적 협력 체계 마련, 다양한 행위자의 참여 보장, 국내외 제도적 기반 구축 등이 필요한 것으로 나타났다. 본 연구는 기후위기 대응이라는 공동의 목표 아래 남북한 정부 간 협력을 제도화하고, 비정부 행위자들의 참여를 촉진하며, 국제사회와의 협력을 통해 대북제재의 제약을 극복해 나가는 방안을 제시하 였다. 이러한 협력 거버넌스 구축은 한반도의 기후위기 대응 역량 제고와 평화 정착, 지속가능 발전에 기여할 수 있을 것이다.
