Intellectual Property (IP) Direct Investment is a useful method for SMEs and venture companies with excellent technology, but relatively poor financial performance to secure capital based on the value of their intellectual property assets. However, despite its potential, IP direct investment remains underdeveloped in South Korea. In this study, four measures were proposed to promote efficient direct investment in IP to promote the growth of small and medium-sized venture companies. First, it is necessary to recognize the analysis of intellectual property of competing companies as a primary investment target and to allow companies to utilize investment funds for what they actually need. In addition, the requirements for valuation agencies should be expanded to include institutions with a track record in the field of valuation based on the current loss calculation, and this field should be fostered so that it can grow. Second, since situations where cashing out may be difficult due to the maturity of the fund period, etc., it is necessary to expand the early recovery market by establishing an IP secondary fund that secures liquidity and manages risks. Third, in order to attract private investment, it is necessary to provide incentives such as preferential treatment for projects under the Patent Office or reduction of part of patent fees for intellectual property investment companies. In addition, it is necessary to reduce the burden on private investors by bundling several special purposes into a single fund to actively attract private investment. Lastly, it is necessary to foster human resources who can help domestic patent holders monetize their patents and to increase interest in intellectual property investment through continuous education and promotion.

지식재산 직접투자는 재무적 실적이 상대적으로 미흡하더라도 훌륭한 기술을 지닌 중소·벤처기업이 지식재산 자산의 가치를 기반으로 자본을 확보할 수 있는 유용한 방법임에도 불구하고 국내에서 IP직접투자는 미흡하다. 본 연구에서는 중소 벤처기업 등의 성장을 촉진할 수 있도록 효율적인 지식재산 직접투자 활성화 방안으로 4가지를 제안하였다. 첫째, 경쟁기업 지식재산 분석도 주목적 투자대상으로 인정하고 기업이 실질적으로 필요로 하는데 투자금을 활용할 수 있도록 할 필요가 있으며 더불어 현재 손해액 산정 기반 가치평가 분야에 대한 이력을 보유한 기관으로 가치평가 기관의 요건을 확대하여 이 분야가 성장할 수 있도록 육성해야 할 것 이다. 둘째, 펀드 기간 만기 등으로 인해 현금화가 어려운 상황이 발생할 수 있으므로 유동성 확보 및 리스크 관리 지식재산 세컨더리펀드를 조성하여 조기 회수 시장을 확대할 필요가 있다. 셋째, 민간투자금을 유치하기 위해서는 지식재산 투자기업에 대해 특허청 소관 사업에 우대혜택을 제공하거나 특허료의 일부를 감면해주는 등의 인센티브를 제공할 필요도 있다. 더불어 여러 특수목적을 하나의 펀드에 묶어 민간투자자의 부담을 줄여 민간투자 유입을 활발하게 할 필요가 있다. 마지막으로 국내 특허권자들의 특허 수익화를 도울 수 있는 인력을 육성하고 지속적인 교육과 홍보를 통해 지식재산 투자에 대한 관심을 고조시켜야 할 것이다.
