This study aims to clarify the goals, processes, and systems of the soundscape project to discover sound environment resources as a regional sound culture. Data on soundscape projects in 19 regions carried out by Japanese administrative agencies and local organizations through the public contest and selection process were collected and analyzed. By analyzing the current status, goals, public announcement, selection, promotion, and the implicit meaning of the regional soundscape project, it was considered what goals and methods to develop when promoting the soundscape project in Korea. The goals of the project are to promote interest in sound and awareness of the environment by making local residents realize the surrounding sound, and to preserve and inherit the precious environment in which local sounds are heard while being conscious of the relationship with the surrounding sound. The selection criteria were: soundscapes that have well-preserved nature/climate, history/traditions, industry/lifestyle culture, and have a unique regional identity and symbolism; consideration of the relationship between the sound environment and people, as well as the diversity and regional balance of the soundscape; and the enthusiasm and sustained activities of local residents and municipalities for the soundscape project. It is hoped that local soundscape projects will be actively carried out in various places in Korea, bringing out regionality through preservation and activities of local culture surrounding sound, and linking it to village creation, thereby revitalizing local culture and tourism.

이 연구는 지역의 소리문화로서 소리환경 자원의 발굴을 위한 소리풍경 사업의 목표와 과정 및 체계 등을 명확화하는 것을 목표로 한다. 일본의 행정기 관이나 지역단체가 공모와 선정 과정을 거쳐 실시한 19개 지역의 소리풍경 사업에 관한 자료를 수집하여 내용을 분석하였다. 지역의 소리풍경 사업의 추진 현황과 목표, 공고와 선정 및 홍보 등에 이르는 과정과 그 안에 내재된 의미를 분석하여, 한국의 소리풍경 사업을 추진할 경우 어떠한 목표와 방법으로 전개 해 나아갈 것인지 고찰하였다. 사업의 목표는 지역 주민들에게 주변의 소리를 깨닫게 하여 소리에 대한 관심과 환경에 대한 의식을 고양하는 것, 그리고 주변의 소리와의 관계를 의식하는 가운데 지역 고유의 소리가 들리는 소중한 환 경을 보전⋅계승하는 것이다. 선정 기준은 자연⋅풍토, 역사⋅전통, 산업⋅생활 등의 문화를 잘 간직하고 지역 고유의 정체성⋅상징성이 있는 소리풍경일 것, 소리환경과 사람들과의 관계 및 소리풍경의 다양성과 지역적 균형을 배려하는 것, 그리고 지역 주민과 지자체에서의 소리풍경 사업에 대한 열의와 지속적 활 동의 여부이다. 우리나라에서 지역의 소리풍경 사업이 각지에서 활발하게 전개 되어 소리를 둘러싼 지역 문화의 보전 및 활동을 통해 지역다움을 끌어내고 마을만들기로 연계되어 지역의 문화와 관광이 활성화되길 기대한다.
