The purpose of this study is to identify the characteristics of cultural visitation behavior and the effectiveness of the Seoul Youth Culture Pass by type of user, and to suggest policy implications for revitalizing the use of the Seoul Youth Culture Pass. To this end, we analyzed the survey results of 990 participants of the Seoul Youth Culture Pass program. Cluster analysis was conducted using four questions, including the degree of cultural visitation (frequency of visitation), interest in cultural activities, willingness to engage in cultural activities, and perception of the importance of cultural activities, to categorize the users of the Youth Culture Pass, and three clusters were derived: low-interest, interested, and enthusiastic. Differences were identified in terms of demographic characteristics, cultural arts viewing behavior, and business effectiveness among the three types. In terms of effectiveness, the enthusiast group showed the greatest effectiveness in terms of numbers, but the low-interest group showed greater effectiveness based on the amount of change in interest and familiarity with performances before and after the project. Based on the analysis results, we proposed measures to revitalize the use of the Youth Culture Pass. When designing the Youth Culture Pass project, it is necessary to set different expectations for each type of user. The low-interest type can set the expected effect to increase interest and familiarity with cultural arts, the interested type can set the expected effect to increase the actual attendance rate from interest, and the enthusiast type can set the expected effect to increase the attendance rate of various genres or increase the attendance rate of the genre they are interested in. Second, when applying for a business, it is necessary to identify the type of user through a simple questionnaire and provide customized information according to the characteristics of each type.

이 연구의 목적은 서울청년문화패스 이용자 유형별 문화관람 행태 특성과 사업 효과성을 확인하고, 서울청년문화패스 이용 활성화를 위한 정책 시사점을 제안하는 것이다. 이를 위해 서울청년문화패스 사업 참여자 990명에 대한 조사 결과를 분석하였다. 청년문화패스 이용자 유형화를 위해 문화예술 관람 정도 (관람빈도), 문화예술 관심도, 문화예술활동 의지, 문화예술의 중요성에 대한 인식 등 4개의 문항을 이용하여 군집분석을 실시하였고, 저관심형, 관심형, 매 니아형 등 3개 군집이 도출되었다. 3개 유형별로 인구학적 특성, 문화예술관람 행태, 사업 효과성 측면에서 차이를 확인하였다. 효과성 측면에서는 수치로만 보면 매니아형 집단 가장 큰 효과성을 보이지만 사업 전후 공연 관심도와 친 숙도 변화량을 기준으로 봤을 때는 저관심형 집단에서 더 큰 효과를 보이는 것을 확인하였다. 분석 결과를 토대로 서울청년문화패스 이용 활성화를 위한 방안을 제안하였다. 첫째, 서울청년문화패스 사업 설계 시 이용자 유형별로 기 대효과를 다르게 설정할 필요가 있다. 저관심형은 문화예술에 대한 관심과 친 숙도를 올리는 것, 관심형은 관심에서 실제 관람률을 높이는 것, 매니아형은 다양한 장르를 관람하거나, 관심 장르에 대한 관람률을 더 높여주는 것을 기대 효과로 제시할 수 있다. 둘째 사업 신청 시 간단한 설문을 통해 이용자 유형을 파악하여, 유형별 특성에 따라 맞춤 정보를 제공하는 것이 필요하다.
