This study explores a comparative analysis of Vietnam and Cambodia as major partners of Korea's Official Development Assistance (ODA), examining the differences in their economic development stages despite both being located within the Mekong sub-region. Additionally, the study evaluates whether Korea's ODA policy aligns appropriately with each country's domestic policies, with a particular focus on the transportation infrastructure sector, which is essential for economic growth and social development. Vietnam, aiming to reach Upper-Middle-Income Country (UMIC) status by 2050, requires large-scale infrastructure projects, while Cambodia prioritizes basic infrastructure development. These distinctions call for a differentiated ODA approach from Korea. To achieve this, Political Economy Analysis (PEA) is utilized to examine the socioeconomic characteristics of each country, and indicators like the GNI (Gross National Income) and the Logistics Performance Index (LPI) are employed to further refine development cooperation strategies. The study also reviews development cooperation cases by Japan and China in the Mekong sub-region to extract strategic insights for Korea. In conclusion, this study emphasizes the need for a tailored, strategic ODA approach that aligns with the transportation infrastructure development stages of Vietnam and Cambodia. It proposes differentiated cooperation plans that consider each country’s unique development needs.

본 연구는 베트남과 캄보디아를 한국 ODA 의 주요 수원국으로서 비교 분석하며, 이들이 메콩 지역에 위치해 있으면서도 경제발전 단계에서 차이를 보인다는 점에 주목한다. 또한 본 연구는 한국의 ODA 정책이 양국의 국내 정책과 적절하게 연계되는지를 평가하며, 특히 경제 성장과 사회 발전에 핵심적인 교통 인프라 분야에 초점을 맞추고 있다. 베트남은 UMIC 로 도약하기 위해 대규모 인프라 프로젝트가 필요하고, 캄보디아는 기초 인프라 개발이 우선되어야 한다는 점에서 한국은 차별화된 ODA 접근이 필요하다. 이를 위해 정치경제분석(PEA)을 활용하여 각 국가의 사회경제적 특성을 분석하고, GNI 와 물류성과지수(LPI)와 같은 지표를 통해 ODA 전략을 세분화하였다. 또한 일본과 중국의 메콩 개발협력 사례를 분석하여 한국의 전략적 시사점을 도출하고 있다. 결론적으로, 본 연구는 베트남과 캄보디아의 교통 인프라 발전 단계에 맞춘 맞춤형 전략적 ODA 접근의 필요성을 강조하며, 양국의 상이한 발전 요구를 고려한 차별화된 협력 방안을 제안한다.
