Collisions between merchant ships and fishing vessels pose a serious threat to maritime safety and fishermen’s livelihoods, having occurred persistently over the past five years (2018–2022), leading to considerable casualties and property losses. Drawing on decisions from the Central Maritime Safety Tribunal and statistical data, this study examines the current state of these collisions and identifies their causes from both fishing vessel and merchant ship perspectives. For fishing vessels, key risk factors include noncompliance with navigation and maritime traffic regulations, insufficient watchkeeping and crew, inadequate communication equipment and usage, and a lack of training and safety awareness. On the merchant ship side, factors such as officer negligence during watch, inadequate vigilance and surveillance, poor route planning and speed management, and a lack of communication and cooperation with other vessels were identified. Through analyses of actual collision cases, the study confirms how these issues directly lead to accidents and proposes preventive measures for both fishing and merchant vessels. In particular, it highlights the introduction of AI-based collision prediction systems and the use of augmented reality technologies. While the study’s ultimate goal is to promote maritime safety by linking these identified causes with relevant preventive strategies, additional research is required for practical on-site implementation.

상선과 어선 간의 충돌사고는 해양 안전과 어업인의 생계에 심각한 위협을 주고 있다. 최근 5년(2018∼2022년)간 이러한 충돌사고는 지속 발생하고 있으며, 이는 많 은 인명 피해와 재산 손실을 초래하고 있다. 본 연구는 중앙해양안전심판원의 재결 서와 통계자료 등을 근거로 상선과 어선 간 충돌사고 현황을 분석하였다. 그리고 어 선 측면에서의 충돌 원인으로 항법 및 해상교통법규 미준수, 경계 소홀·선원 인력 부 족, 통신 장비의 부재 및 활용 미흡, 선원 교육 부족 및 안전 의식 결여 등의 원인 요인을 상세히 파악하였다. 상선 측면에서는 항해 당직자의 부주의 및 주변 경계·감 시 소홀, 항로 계획 및 속력 관리 미흡, 통신 및 상대 선박과의 협력 부족 등의 원인 을 도출하였다. 실제 충돌사고 사례 조사를 통해 문제점들이 사고로 이어짐을 확인 하였고, 이를 토대로 어선·상선의 충돌 예방 대책을 제시하였으며 특히, AI 기반 충 돌예측 시스템 도입, 증강현실 기술 활용 등 최신 기술 적용을 강조하였다. 본 논문 은 상선과 어선 간 충돌사고의 원인 도출과 연계된 예방 대책을 제시하여 해양 안전 증진에 기여를 목적으로 하였으나, 실제 현장 적용에 대한 추가 연구가 필요하다.
