Since the Ferry Sewol accident, the Korea Coast Guard has promoted various systems and policies for the prevention and rapid response to marine accidents. To this end, the ship has introduced a "segment management security" system, and police stations are continuously conducting education and training to always improve their ability to respond to situations. The main purpose of this study is to suggest ways to derive and improve operational problems of the Korea Coast Guard's "Sector Management Security" system. As a result of the pilot operation of sector management expenses, it was analyzed to be effective in preventing marine accidents and responding quickly, but after the full implementation, various problems such as lack of awareness of employees were revealed. For this study, the perception of systematic implementation of sector management expenses was investigated targeting employees working in ships and situation rooms. Through this, problems in the operation of the sector management expense system and improvement measures were derived. The policies of the Korea Coast Guard were often not properly implemented in the field, and the sector management security system needs continuous revision and supplementation in order not to become a one-time policy. In addition, establishing an efficient security system by improving the awareness of ship personnel This is important. This paper aims to derive problems and improvement measures of the field-oriented sector management security system, and through this, suggest efficient operation of sector management expenses, prevention of marine accidents, and rapid response measures.

세월호 사고 이후, 해양경찰청은 해양 사고 예방 및 신속 대응을 위한 다양한 제도와 정책을 추진해 왔다. 이를 위해 함정은 "섹터 관리 경비" 체계를 도입했으며, 파출소는 상황 대응능력을 항상 시키기 위해 지속적으로 교육 훈련을 실시하고 있다. 이 연구의 주요 목적은 해양경찰청의 "섹터 관리 경비" 체계의 운영상 문제점 도 출과 개선 방안을 제시하고자 한다. 섹터 관리 경비를 시범운영 결과 해양 사고 예방 및 신속 대응에 효과적인 것으 로 분석되었으나, 전면적 시행 후 직원들의 인식 부족 등의 여러 가지 문제점이 드 러났다. 본 연구를 위해 함정 및 상황실 근무 직원을 대상으로 섹터 관리 경비의 체 계적 시행에 대한 인식을 조사하였다. 이를 통해 섹터 관리 경비 체계의 운영상 문 제점과 개선 방안을 도출하였다. 해양경찰청의 정책들이 현장에서 제대로 시행되지 못하는 경우가 종종 있었으며, 섹터 관리 경비 체계도 일회성 정책이 되지 않기 위해서는 지속적인 수정 및 보완이 필요하다. 또한, 함정직원들의 인식 개선을 통해 효율적인 경비 체계를 구축하는 것 이 중요하다. 본 논문은 현장 중심의 섹터 관리 경비 체계의 문제점과 개선 방안을 도출하고, 이를 통해 섹터 관리 경비의 효율적인 운영과 해양 사고 예방 및 신속 대 응 방안을 제시하고자 한다.
