This study aims to establish sustainable welfare systems to support the livelihoods of professional artists in the field of art, visual art in specific, by analyzing domestic and international welfare policies and conducting in-depth interviews with practicing artists. The research methodology employs dual focal point. The first point involves a literature review to examine welfare systems closely related to the livelihoods of artists in South Korea, analyzing their effectiveness and sustainability specifically within the visual art sector. The second point encompasses in-depth interviews with active visual artists to identify critical real-world issues and suggest directions for policy improvement. The qualitative data collected and analyzed from these two focal points were synthesized. The findings reveal two primary limitations of the current welfare systems: (1) restricted applicability and issues with effectiveness and sustainability due to insufficient consideration of the genre-specific characteristics of the fine arts field, and (2) a lack of understanding and responsibility among arts organizations and artists concerning the welfare systems. As recommendations, the study proposes refining the occupational classification system and labor value standards in the art field, establishing indicators for the development and certification of artistic competencies, simplifying administrative procedures, enhancing education on welfare systems, promoting social consensus through practical actions, activating mediating organizations to strengthen implementation, and strengthening the strict standards and evaluation system.

본 연구는 미술 분야 예술인들의 복지제도 정착화를 목표로 국내외 복지제도를 분석하고 현장의 미술 분야 예술 인들의 심층면담을 통해 개선 방향을 제시하는 기초연구의 일환이다. 연구절차는 이중초점 방식을 적용하였으며 한 초점에서는 문헌연구를 통해 국내 예술인의 창작안정화와 밀접하게 관련된 복지제도를 알아보고 미술 분야에서 실효 성과 현장 적용성을 살펴보았다. 다른 초점에서는 현업 미술 분야 예술인들과의 심층면담을 통해 주목해야할 현실 상황과 복지 제도의 개선방향을 도출하고 두 초점의 결과를 통합하였다. 현행 복지제도의 한계는 첫째, 미술 분야의 장르특수성을 고려하지 않는 제한된 적용 범위와 실효성 및 지속성의 문제, 둘째, 제도에 대한 예술기관과 예술인들 의 지식과 책임감 결여로 유형화할 수 있었다. 개선방향으로는 미술 분야의 직업분류체계와 노동가치 기준 정교화, 예술계 직무능력 개발 및 검정기능 지표 구축, 절차의 간소화, 제도 교육과 사회적 합의를 위한 실천적 행동 강화 및 중재 기구 구축 및 활성화, 엄격한 기준과 평가 시스템의 강화를 제시하였다.
