This short paper points out that Nobel Prize laureate economic theories often ignored or misunderstood the Korean miracle. The 2019 Nobel Economics Prize was awarded to the experimental economic theory of Randomized Controlled Trials, and the 2024 Prize to the Inclusive Growth Theory. These theories are challenging in explaining the Korean economic miracle and other important development episodes. This paper introduces a new General Theory of Economic Development that the Korean miracle, as well as economic development in general, is rooted in the theory of economic differentiation based on performance, which amounts to the incentive policy of reward and punishment according to achievement, and its companion theory, new political economy theory of development, to fill in their missed points.

본 소고는 노벨경제학상 수상 경제학자들의 이론이 한국의 경 제 기적을 무시하거나 오해하는 경우가 많다는 점을 지적하고 자 한다. 2019년 노벨경제학상은 ‘무작위 대조군 실험’에 기반 한 경제학 이론에, 그리고 2024년 노벨경제학상은 ‘포용적 성 장 이론’에 수여되었다. 이 이론들은 ‘한국의 경제기적’을 비롯 한 여러 중요한 경제발전 과정을 설명하는 데 있어 미흡한 이론 이다. 이에 본 소고는 한국의 경제 기적은 물론 경제발전 전반 이 “성과에 따른 인센티브 정책”, 즉 ‘성과에 따른 보상과 처벌’ 이라는 인센티브 정책에 뿌리를 두고 있다는 새로운 “경제발전 에 대한 일반 이론”과 그 동반 이론인 “신정치경제학적 발전 이론”을 소개하여 이들의 부족한 점을 메우고자 한다.
