The preliminary research for depot performance improvement of weapon systems is an essential system aimed at maintaining and enhancing military combat power through performance upgrades. This initiative has been piloted since 2021, introducing new approaches to improve the condition and performance of weapon systems, moving away from traditional repair concepts, with the goal of cost reduction and increased operational rates. This study analyzed pilot projects involving the K56 ammunition carrier, 30mm wheeled anti-aircraft gun, and 120mm self-propelled mortar, comparing them with similar studies such as the preliminary concept study and precedent study, to identify development strategies. Identified limitations of the preliminary research system include a lack of legal basis, difficulties in securing budgets and personnel, and insufficient cooperation among related agencies. To address these issues, this study proposes amending related government ordinances and administrative rules, enhancing cooperation among relevant agencies, securing adequate budgets and personnel, reviewing the timing of commencement of preliminary research of depot performance improvement of weapon systems. These measures are expected to contribute to weapon system performance improvement and the maintenance of military combat power.

창성능개선 사전연구 제도는 총수명주기 관점의 후속군수지원 강화를 위해 지난 2021년 부터 시범사업으로 도입되었다. 창성능개선은 기존의 창정비 개념에 운영·유지를 위한 추가 성능개선 사항을 적용하는 ‘진화적 창정비 개념’이다. 본 연구는 창성능개선 사전연구 제도의 내실 있는 발전을 위해 방위력개선사업 추진과 밀접한 관련이 있는 ‘사전개념연구’ 및 ‘선행 연구’와 창성능개선 사전연구를 심층적으로 비교 분석하였다. 연구결과, 현재의 창성능개선 사전연구 제도는 제도적 뒷받침 강화, 사업화 제안의 실행력 확보, 연구의 일관성과 신뢰성 증대, 그리고 연구의 지속성과 효과성 향상이 필요한 것으로 확인되었다. 이를 해결하기 위 해 관련 법령 및 행정규칙 개정, 실행력 있는 사업화 제안, 사전연구 수행시기 최적화, 관련 기관의 협업 강화, 필수 수행체계 구축, 연구인력 및 예산 지원 등을 제안하였다. 향후 본 연구결과의 적용을 통해 창성능개선 사전연구 수행에 있어 사업화 간 연결성 강 화와 효율적 시행으로 무기체계 성능개선과 군 전투력 유지에 실질적으로 기여하기를 기대 한다.
