North Korea’s military strategy has long been characterized by a “blitzkrieg strategy” aimed at the “communization of the Korean Peninsula.” However, with the deterioration of North Korea’s security environment after the Cold War, there have been assessments suggesting a shift towards a strategy focused on deterrence and defense for regime survival. Recently, there have been analyses indicating that North Korea is reinforcing its offensive strategy, bolstered by its nuclear capabilities. Despite these varied interpretations, the dominant view remains that North Korea’s military strategy is inherently aggressive. To explain this phenomenon, this paper poses two key questions and analyzes North Korea’s military strategy from the perspective of regime security; “Has North Korea’s military strategy undergone a clear shift towards either offensive or defensive characteristics?” and “Why has the offensive aspect been excessively emphasized?” The study finds that rather than pursuing a drastic shift in response to changes in the strategic environment, the North Korean regime has consistently balanced offensive and defensive elements. Nevertheless, it confirms that North Korea has developed an aggressive military posture, not merely for territorial expansion, but to protect the regime, strengthen internal cohesion, and deter external threats, often displaying excessive aggressiveness and belligerence. This study demonstrates that regime security is a useful analytical concept for understanding the aggressiveness of North Korea’s military strategy. Moreover, the findings contribute to a better understanding of the nature of the North Korean regime and provide crucial implications for the formulation of military strategies to prepare for potential conflicts arising from various factors.

북한의 군사전략은 오랫동안 ‘한반도 공산화’를 목표로 한 ‘속전속결전략’으로 알려져 왔다. 그러나 냉전 이후 북한의 안보환경이 악화되면서, 체제 생존을 위해 억제와 방어를 중심으 로 군사전략이 변화되었다는 평가도 있다. 최근에는 북한이 핵전력을 기반으로 공세적인 전 략을 강화하고 있다는 분석도 제기되고 있다. 이러한 다양한 해석에도 불구하고, 북한의 군 사전략은 본질적으로 공세적이라는 평가가 여전히 지배적이다. 이러한 현상을 설명하기 위 해, 이 논문은 다음의 두 가지 핵심질문을 제기하며, 정권안보의 관점에서 북한의 군사전략 을 분석했다; “북한의 군사전략은 공세적 또는 수세적 성격의 뚜렷한 변화를 겪어왔는가?”. “왜 공세적인 측면이 과도하게 부각되었는가?” 연구결과, 북한 정권은 안보환경의 변화에 따 라 군사전략의 급격한 변화를 추구했다기 보다는 공세와 수세 전략을 균형있게 유지해 왔음 을 알 수 있다. 또한, 한반도 공산화를 위한 목적 이외의 정권보위, 체제결속 강화, 외부위 협 억제를 위해 과도한 공격성과 호전성을 드러냈다는 사실을 확인할 수 있었다. 이 연구는 정권안보가 북한 군사전략의 공세성을 이해하는 데 유용한 분석개념임을 제시하며, 다양한 요인으로 발생할 수 있는 분쟁에 대비한 군사전략 수립에 중요한 시사점을 제공한다.
