This study aims to examine the limitations of the current methodology related to financial analysis and policy analysis among the methodologies conducted when investigating the feasibility of the creation project for the "start-up hub-type industrial complex" to create local start-up conditions for local governments, and to reflect the strengthening of the connection between the latest local fiscal policies and local start-up policies. Through this, we would like to present a system improvement plan for financial analysis and policy analysis methods in the feasibility study of start-up hub-type industrial complexes. First of all, in the case of financial analysis, detailed item supplementation measures to be considered when introducing cash flows were presented in consideration of the specificity of related regional start-up industrial complex projects. In addition, the financial impact assessment system of policy analysis provided additional indicators using "regional integrated financial statistics" and "Accrual basis accounting based double-entry bookkeeping financial analysis indicators" attached to the local government's settlement statement. Through this, we would like to present guidelines for the feasibility study of start-up hub-type industrial complexes, which have not been attempted in the field of start-up policy, and propose ways to use them as policy reference materials.

본 연구는 지방자치단체의 지역 창업여건 조성을 위한 '창업허브형 산업단지'에 대한 조성 사업의 타당성 조사시 수행하는 방법론 중 재무성 분석과 정책적 분석의 현행 지침상 한계점을 살펴보고 최신 지방재정 정책과 지역 창업정책과의 연계성 강화 등을 반영하고자 한다. 이를 통해 창업허브형 산업단지 타당성조사에 있어 재무성 분석과 정책적 분석 방법의 제도 개선안을 제시하고자 한다. 우선, 재무성 분석의 경우 관련 지역창업형 산업단지 사업의 특수성을 고려한 현금흐름 유입시 고려되어야 할 세부적 항목 보완 방안을 차별화하여 제시하였다. 아울러, 정책적 분석의 재정영향 평가제도의 경우 지방자치단체 결산서 첨부서류인 ‘지역통합 재정통계’와 ‘발생주의 복식부기 재무분석 지표’ 등을 활용한 추가적인 지표 보완과 함께, 지방소멸 대응기금 투자계획 연계 등 최신 정책트렌드 연계방향 등을 제시한다. 이를 통해서, 창업정책 분야에서 그간 관련 연구가 시도되지 않았던, 창업허브형 산업단지의 타당성 조사에 대한 가이드라인을 제시하고 정책 참고자료로 활용할 수 있는 방안을 제안하고자 한다.
