This study is a study on the F4-R visa and regional settlement of Korean residents residing in Korea who have focused on employment among various factors for the stable settlement of Koreans residing in Korea in a situation where the return of Koreans residing abroad is increasing. To this end, I would like to outline the historical background and migration factors of Koreans residing in Korea, and examine the F4-R visa, which is evaluated as a groundbreaking visa system for the employment of overseas Koreans, focusing on the Yeongcheon area of Gyeongsangbuk-do. Although the Yeongcheon area is a population-decreasing area, it has high accessibility to Gyeongju and Daegu, so it has a higher preference than other population-decreasing areas. Focusing on the Yeongcheon area with these characteristics, the use and effectiveness of the F4-R visa will be analyzed. This study emphasizes the economic stability of the Goryeoin Jeolpo through employment and the need for a policy that supports the Goryeo people to be well integrated into Korean society, and explains that in particular, regional-specific visas can provide a stable foundation for Koreans living in Goryeo. In addition, it is intended to discuss why communication and cooperation between the local community and Koreans are important, and through this, suggest a direction for promoting joint development of the local community with Koreans of Goryeo.

본 연구는 재외 한인의 귀환이 증가하고 있는 상황에서 재외 한인의 안정적인 정 착을 위한 다양한 요소 가운데 취업에 집중한 국내 거주 고려인 동포의 F4-R 비 자와 지역 정착에 관한 연구이다. 이를 위해, 고려인의 역사적 배경, 이주 요인에 대해 개괄하고, 경상북도 영천지역을 중심으로 재외동포의 취업에 있어 획기적인 비자 제도로 평가되는 F4-R 비자에 대해 살펴보고자 한다. 영천지역은 인구감소 지역이지만 경주와 대구와 접근성이 좋아 여타 다른 인구감소 지역보다 F4-R 비 자에 대한 선호도가 높다. 이러한 특성이 있는 영천지역을 중심으로 F4-R 비자의 활용과 효과성에 대해 분석하고자 한다. 이 연구를 통해 취업을 통해 고려인 동포 의 경제적 안정과 나아가 고려인들이 한국 사회에 잘 통합될 수 있도록 지원하는 정책의 필요성을 강조하며, 특히 지역특화형 비자가 고려인 동포들에게 안정적인 삶의 기반을 제공할 수 있음을 주장하고자 한다. 또한, 지역사회와 고려인 간의 소 통과 협력의 중요성을 논의하고, 이를 통해 고려인 동포들과 지역사회의 공동 발 전을 도모할 수 있는 방향을 제시하고자 한다.
