Various discourses have been developed regarding the support policies for technological innovation in SMEs (small and medium-sized enterprises), but the perceptions of stakeholders regarding the fundamental value orientation underlying these policies have not been thoroughly examined. This study aims to analyze the perceptions and future orientations of stakeholders involved in SME technology innovation support policies, in order to understand the value conflicts that arise during policy design and implementation. A survey was conducted among four major stakeholder groups—industry, university, research institute and government agency—focusing on each group's perceptions and orientations of opposing policy values, such as Excellence vs. Universality, Autonomy vs. Accountability, and Economic Efficiency vs. Publicity. The results indicate that while current policies strive to balance Excellence and Universality, stakeholders generally agree that future policies should place greater emphasis on Excellence. Similarly, although Accountability is currently perceived as more important than Autonomy, there is a consensus that Autonomy should be strengthened moving forward. In the value conflict between Economic Efficiency and Publicity, the study found a prevailing tendency to prioritize Economic Efficiency, although notable differences in opinion exist among stakeholders. This research offers valuable insights for the effective advancement of SME technology innovation support policies by highlighting the need to harmonize conflicting policy values and establish clear policy priorities. The findings are intended to contribute to the development of more efficient and equitable policies. Moreover, legislative reforms and long-term planning based on value orientations should also be taken into account for policy improvements.

그간 중소기업 기술혁신지원정책과 관련하여 다양한 담론이 전개되었으나, 정책의 기저를 형성하는 근본적 가치 지향점에 대한 이해관계자들의 인식은 규명되지 않았다. 본 연구는 중소기업 기술혁신지원정책의 이해관계자들을 대상으로 정책가치 인식과 향후 지향성을 분석하여, 정책 설계 및 추진 과정에서 발생하는 가치 충돌을 이해하고자 하였다. 이를 위해 산·학·연·관 등 네 개 유형의 주요 이해관계자 그룹을 대상으로 설문조사를 실시하였다. 분석 결 과, 현재 중소기업 기술혁신지원정책에서 이해관계자들은 수월성과 보편성을 균형 있게 고려하고 있으나, 향후 정책 설계에 있어 수월성을 더 중시해야 한다는 의견이 다수였다. 또한, 현재 자율성보다 책무성이 중요하게 인식되고 있 으나, 앞으로는 자율성을 강화해야 한다는 공감대가 형성되었다. 마지막으로, 경제효과와 공공성의 가치 대립에 있 어서는 경제효과를 우선시하는 경향이 있었으나, 이해관계자 간의 의견 차이가 존재하였다. 본 연구의 결과는 중소 기업 기술혁신지원정책을 둘러싼 이해관계자들의 가치 인식 및 지향성을 보여주므로, 향후 정책방향 설정 및 가치 조정 과정에서 이 결과를 참고하여 정책적 개선을 추진해 나갈 필요가 있으며, 가치 지향성에 기반한 법 개정 및 중장기 계획 수립도 고려해야 한다.
