This study analyzes Nehemiah’s leadership from the perspective of the modern management theory, Management by Objectives (MBO), and explores how it can be effectively applied to church administration. MBO, proposed by Peter Drucker, is a management system that aims to maximize organizational efficiency by clearly defining goals, developing execution plans, and conducting evaluations and rewards after the goals are achieved. In MBO, the leader involves the organization’s members in the goal-setting process to encourage voluntary participation. The leader then develops and implements an execution plan, and after achieving the goals, provides appropriate rewards to those who contributed to the success. Nehemiah set the goal of rebuilding the walls of Jerusalem, developed a strategic execution plan, and successfully overcame various internal and external obstacles during the implementation process. These aspects highlight Nehemiah as an exemplary case of administrative leadership. His leadership shows similarities to MBO’s core principles: goal setting, planning and execution, evaluation, and rewards. Particularly, Nehemiah’s approach of involving the people in the goalsetting process to motivate and engage them in the rebuilding effort offers practical insights for church administration. This study proposes ways in which pastors, as church administrative leaders, can apply the leadership principles derived from Nehemiah's leadership through the MBO framework.

본 연구는 경영학 이론인 MBO(Management by Objectives)의 관점에서 느헤미야의 리더십을 분석하고 이를 교회 행정에 효과적으로 적용할 방안을 탐구한 것이다. MBO는 조직의 목표를 명확히 설정하고, 실행 계획을 수립하며, 목표달성 후 평가와 보상을 통해 조직의 효 율성을 극대화하는 것을 목표로 한다. MBO의 특징은 목표 설정 과정에 리더가 조직 구성원들을 참여시켜 자발적 참여를 유도한다. 그리고 리더는 목표달성을 위한 실행 계획을 수립하여 실행하고 목표가 달성 된 후에는 목표달성에 공헌한 구성원들에게 적절한 보상을 제공한다. 느헤미야는 예루살렘 성벽 재건이라는 목표를 수립하고 전략적으로 실 행 계획을 수립하고 실행하여 목표를 달성했다. 실행 과정에서 그는 다양한 내외부의 장애물을 효과적으로 극복했다. 이런 점은 느헤미야를 모범적 행정 리더의 사례로 보게 한다. 느헤미야의 리더십은 목표 설정, 실행 계획 수립, 실행 그리고 평가와 보상이라는 MBO의 핵심 원 리와 조직 관리의 측면에서 유사점을 보인다. 본 연구는 MBO의 관점으로 분석한 느헤미야의 리더십에 관한 교훈을 교회 행정책임자인 목사가 목회에 적용할 수 있는 방법을 제안했다.
