This study aims to empirically examine the discontinuity of unification education between conservative and progressive regimes from the perspective of South-South conflict. To this end, the 2016 and 2023 unification education guidelines represented by conservative governments and the 2018 guidelines represented by progressive governments were analyzed. Keywords that had differences in positions between the two sides over North Korea and unification issues were extracted, and Pi coefficient analysis and Engram analysis were performed. Research results show that discontinuities related to nuclear development, security, human rights, and North Korea were observed according to the regime's ideological inclinations, with similarities in 2016 and 2023 being higher than those in 2018. Based on the research results, this paper concludes by pointing out the implication for consistent unification education in order to reduce confusion in Korean society and to advance sustainable unification education.

본 연구는 통일교육의 불연속성 문제를 남남갈등의 시각에서 조명한 후, 보수와 진보 정권 간 통일교육 내용의 불연속성 여부를 실증적으 로 확인하고자 하였다. 이를 위해 보수 성향 정부로 대표되는 시기의 2016년, 2023년 통일교육 지침서와 진보 성향 정부로 대표되는 2018년 지침서를 연구대상으로 하였다. 먼저 북한 및 통일문제를 둘러싸고 양 측간에 입장차이가 존재해온 키워드를 추출하였고, 각 지침서에서 키 워드별로 파이계수 분석과 엔그램 분석법을 통해 과학적, 객관적 분석 을 도모하였다. 분석결과 핵개발, 안보, 인권, 북한과 관련된 내용은 2016년, 2023년간의 유사도가 2018년과의 유사도보다 높게 나타나는 등 정권의 이념적 성향에 따른 불연속성이 관찰되었다. 향후 한국사회 의 혼란을 줄이고 지속가능한 통일교육을 위하여 일관성있는 통일교육 을 위한 연구의 필요성이 제기된다.
