This study compared and analyzed the number and content of 4,179 '2030 World Expo' articles in , a local daily newspaper in Busan, and , a comprehensive newsletter in Busan. The plays the role of monitoring and criticizing the city government, while the plays the role of promoting and representing the city government. Amidst the crisis of local media, we sought to explore how local media differ from municipal newsletters and what role they play in the region. The analysis showed that the number of related articles in both media tended to increase as the date of the host country announcement approached. A distinctive feature is that has been publishing related reports since the beginning of the discussion, while has been reporting in earnest since the submission of the bid application in June 2021. Word frequency analysis (TF and TF-IDF) showed that there was a difference in the ranking of key words, but there was no significant difference in the words used by the two media. Topic modeling analysis also showed that three of the seven topics of were the same as those of , and the unique topics of did not deviate much from policy PR and development discourse. Through this study, it was found that while the local government's policy PR methods are evolving, the local media's coverage of the major initiative of the '2030 World Expo' was not differentiated from that of the city's comprehensive municipal newsletter, focusing on simple delivery and promotion rather than monitoring and criticism. Through these findings, the researchers concluded that local media reports that are not differentiated from the municipal newsletters will accelerate the crisis of local media and point out the problem that local media's locality is only expressed as promoting local development interests in the context of the imperative of balanced regional development. Finally, they argued that in the absence of criticism, monitoring, and checks on local media, large-scale misreporting such as the 2030 World Expo is bound to be repeated.

본 연구는 부산지역 일간지 <부산일보>와 부산시 종합소식지 <부산시보>의 ‘2030 세계박람회’ 기사 4,179건의 건수 추이와 내용을 비교분석했다. <부산일보>는 시정을 감시하고 비판하는 역할을, <부산시보>는 시정을 홍보하고 대변하는 역할을 수행한다. 지역언론 위기론이 대두되고 있는 가운데, 지역언론은 시정소식지와 어떤 차이가 있으 며 지역에서 어떤 역할을 하고 있는지 탐색하고자 했다. 분석 결과, 두 매체의 관련 기사 건수 추이는 개최국 발표일이 다가올수록 증가하는 경향을 보였다. 특징이 있다면, <부산시보>는 논의 초기부터 관련 소식을 꾸준히 게재했으나, <부산일보>는 2021년 6월 유치신청서 제출 시점에 이르러서야 본격적으로 보도가 이뤄졌다는 점이다. 단어 빈도 분석 결과, 주요 단어의 순위에는 차이가 있었지만, 두 매체가 주로 사용한 단어에 는 큰 차이가 없었다. 토픽모델링 분석 결과 역시 <부산일보>의 토픽 7개 중 3개가 <부산시보>와 동일했으며, <부산일보>의 고유 토픽은 정책PR과 개발 담론에서 크게 벗어나지 않은 것으로 나타났다. 본 연구를 통해 지방정부의 정책PR 방법이 발전하고 있는 가운데, ‘2030세계박람회’라는 주요 시책에 대한 지역언론의 보도가 감시･비판 보다는 단순전달･홍보에 치중해 시정 종합소식지의 보도와 변별력을 갖지 못했다는 사실을 발견할 수 있었다. 이러한 결과를 통해, 시정 소식지와 차이가 없는 지역언론의 보도는 지역언론의 위기를 가속할 것이며, 지역균형발전 당위성 속에서 지역언론의 지역성이 지역의 개발 이익을 도모하는 것으로만 발현되는 것의 문제를 지적하고자 했다. 끝으로, 지역언론의 비판과 감시, 견제가 없는 상황에서는 ‘2030세계박람회’와 같은 대대적인 오판 보도가 반복될 수밖에 없음을 주장했다.
