The war in Ukraine has prompted a reassessment of the security threats facing Europe. In response to the war, most European countries have adopted a broad recognition of the need for a stronger national and collective defense mechanism, including increased defense budgets and the development of new military capabilities. The war has also forced pro-Russian member states to reorient their policies in a direction more in line with EU objectives, as part of a shift towards reducing the EU’s dependence on Russia for its energy and product supply chains. This reorientation is crucial for successful Europeanization and requires the commitment and cooperation of all member states. A unified stance on the common threat from Russia has promoted deeper integration and policy convergence within the EU. In terms of Europeanization, the conflict has accelerated the alignment of defense policy with broader EU frameworks and norms. Important developments include the strengthening of EU defense institutions, increased cooperation between member states, the adoption of a common defense policy, and progress towards greater strategic autonomy. Initiatives such as the EDF and PESCO projects have played a key role in this shift. At the same time, the strategic compass provides a clear vision for EU defence policy, guiding Member States in a common strategic direction. In addition, the strengthened common policy on cybersecurity and hybrid threats demonstrates a common commitment to address modern security challenges. In this way, the war in Ukraine has significantly accelerated the Europeanization of EU security and defence policy. The conflict has forced European countries to reassess their security strategies, increase defence spending and strengthen their military capabilities. It has also promoted unity and integration within the EU by reducing dependence on Russia and aligning Member States with broader EU defence objectives. This common response highlights the EU’s capacity to coordinate and strengthen its defence posture against external threats and marks a critical moment in the evolution of European security and defence policy.

우크라이나 전쟁은 유럽이 직면한 안보 위협에 대한 재평가를 촉발했다. 전쟁에 대응하여 대부분의 유럽 국가들은 국방 예산의 확대와 새로운 군사 능력의 강화 등 강력한 국가 및 집단적 방어 메커니즘의 필요성에 대한 광범위한 인식을 공유했다. 또한 전쟁으로 인해 EU의 에너지 및 제품 공급망에 있어서 러시아에 대한 의존도를 줄이기 위한 방향으로의 전환 과정에서 친러시아 성향의 회원국들도 EU의 목표에 더 부합하는 방향으로 정책을 재조정할 수밖에 없었다. 이러한 방향 전환은 성공적인 유럽화를 위해 매우 중요하며, 이를 위해서는 모든 회원국의 헌신과 협력이 필요하다. 러시아의 위협에 대한 공동의 통일된 입장은 EU 내에서 더 심도 있는 통합과 정책 수렴을 촉진했다. 유럽화 측면에서 볼 때, EU 차원의 방위 정책은 이 전쟁으로 인해 EU 프레임워크 및 규범과 보다 더 광범위하게 연계되었다. 특히 EU 방위제도의 강화, 회원국 간의 협력 강화, 공동 방위 정책 채택, 전략적 자율성 강화를 향한 진전 등이 이루어졌다. 이러한 변화에는 EDF 및 PESCO 프로젝트와 같은 이니셔티브가 중요한 역할을 했다. 이와 동시에 전략적 나침반은 EU 안보방위 정책에 대한 명확한 비전을 제시하여 회원국들이 공동의 전략적 방향으로 나아가는 데 기여했다. 또한 사이버안보 및 하이브리드 위협에 대한 강화된 공동 정책은 현대의 안보 문제를 해결하기 위한 공동의 노력을 보여준다. 이처럼 우크라이나 전쟁은 EU의 안보 및 방위 정책의 유럽화를 일정 부분 가속화했다. 이 전쟁으로 인해 유럽 국가들은 안보 전략을 재평가하고, 방위비를 늘리고, 군사력을 강화해 나갔다. 또한 러시아에 대한 의존도를 낮추고 회원국들이 더 광범위한 EU 방위 목표에 부합하도록 조정함으로써 EU 내 단합과 통합을 촉진했다. 이러한 공동의 대응은 외부 위협에 맞서 방어 태세를 조정하고 강화하는 EU의 역량을 보여주며 유럽 안보 및 방위 정책의 진화에 있어 중요한 전환점이 되었다.
