In 2023, the number of foreigners in Korea exceeded approximately 2.5 million, and the number of foreigners in Korea is expected to increase further as the scope of resident foreigners is expanded to address issues such as the declining birthrate. In addition, the number of areas where foreigners are concentrated is increasing, and the incidence of various social problems such as violent crime is also increasing. In particular, given that these are areas where different cultures collide, it is expected that attitudes toward violence may differ, resulting in different levels of violent crime and fear of violent crime. Attitudes toward violence specifically examined the level of tolerance for violence through the concepts of necessity and effectiveness of violence. Based on these previous studies, this study aimed to analyze the relationship between attitudes toward violence and violent crime victimization and fear of crime in areas where foreigners are concentrated, and based on the results of the empirical study, it is significant to prepare policy measures to improve attitudes toward violence that can improve violent crime victimization and fear of crime in areas where foreigners are concentrated. The study utilized secondary data from the Korea Institute of Criminal Policy Research's 2018 'Study on Measures to Improve the Effectiveness of Criminal Policy to Ensure Public Safety (IV): Safety Status and Policy Issues in Foreign Densely Populated Areas' and verified the impact on violent crime victimization and crime fear among Koreans and foreigners through statistical analysis. The results showed that there was no significant relationship between violent crime victimization and attitudes toward violence among both Koreans and foreigners. However, among attitudes toward violence, the effectiveness of violence was found to affect both general crime fear and specific crime fear of violent crime among both Koreans and foreigners. Based on these findings, it is hoped that this study can be used as a basis for policy measures to reduce crime fear in areas with a high concentration of foreigners through awareness and education on permissive attitudes toward violence, such as the efficiency of violence.

2023년도 국내 유입된 외국인 수가 약 250만 명을 초과하였으며, 저출산 등의 문제 등을 해결하 기 위하여 체류 외국인에 대한 허용범위가 넓어짐에 따라 국내 체류 외국인 수는 더욱 증가할 것으 로 예측된다. 이와 더불어 외국인 밀집 지역이 증가하고 있으며, 해당 지역에 폭력 범죄 등 다양한 사회문제의 발생도 증가하고 있는 실정이다. 특히, 다른 문화가 충돌하는 지역임을 고려하였을 때, 폭력에 대한 태도가 상이할 수 있으며, 그에 따라 폭력 범죄 발생 및 폭력 범죄 두려움 수준도 차이 가 있을 것으로 연구 문제를 도출하였다. 폭력에 대한 태도는 폭력의 필요성과 효율성의 개념을 통 해 폭력에 대한 허용 수준을 구체적으로 살펴보았다. 이러한 선행연구를 바탕으로 이 연구는 외국인 밀집 지역의 내국인과 외국인의 폭력에 대한 태도와 폭력 범죄 피해 및 범죄 두려움과의 영향 관계 를 분석하고자 하였으며, 실증연구를 통하여 검증된 연구결과를 바탕으로 외국인 밀집 지역에 대한 폭력 범죄 발생 및 범죄 두려움을 개선할 수 있는 폭력에 대한 태도를 개선할 수 있는 정책적 방안 을 마련하는데 의의가 있다. 한국형사정책연구원의 2018년 ‘국민안전 보장을 위한 형사정책의 실효 성 제고 방안 연구(IV) : 외국인 밀집 지역의 안전 현황과 정책 과제’ 2차 데이터 자료를 활용하였 으며, 내국인과 외국인의 폭력 범죄 피해 및 범죄 두려움에 미치는 영향을 통계분석을 통하여 검증 하였다. 연구결과, 내국인과 외국인의 폭력 범죄 피해와 폭력에 대한 태도는 유의미한 영향 관계가 나타나지 않았다. 그러나 폭력에 대한 태도 중 폭력의 효율성은 내국인과 외국인 모두 일반적 범죄 두려움과 폭력 범죄에 대한 구체적 범죄 두려움에 영향을 미치는 것으로 나타났다. 이러한 연구결과 를 바탕으로 폭력의 효율성과 같은 폭력의 허용적 태도에 대한 인식 개선 및 교육을 통해 외국인 밀집 지역의 범죄 두려움을 감소시키는 정책적 방안을 마련하는데 근거자료로 활용되기를 기대한다.
