The use of police body-worn camera has been widely increased in order to protect police officers from getting involved law-suits of excessive law enforcement. Cameras can be worn by officers mainly to investigate crime scenes and improve their performance of duties to build partnerships with community. Few studies have been conducted to examine the effectiveness of the police body-worn camera in South Korea by mainly focusing on the officers’ subjective perception. This study aims at exploring the effectiveness of body-worn camera in South Korea. In particular, the current study focuses on the perceived risk of police officers in terms of privacy matter. This study utilized qualitative research method for emphasizing the risk of violating the privacy issues and police officers’s subjective perception about the use of body-worn camera in community. Moreover, this present study conducted in-depth interviews toward nine police officers to analyze their attitude and opinion regarding the effectiveness of body-worn camera in 2023. Furthermore the study used the framework of Unified Theory of Acceptance and Use of Technology(UTAUT). Results demonstrated that intention to use the body-worn camera was relatively high for all nice police officers in terms of its effort expectancy and performance expectancy in South Korea. At the same time, the perceived risk variable that is associated with managerial code and official guideline of the police body-worn camera played significant role in explaining the effort expectancy of body-worn camera. Besides the sub-culture of police organization can be an important factor that is related to the effectiveness of the police body-worn camera. Further policy implication will be discussed.

범죄 현장에서 경찰관의 몸에 부착된 카메라 장비(“바디캠”)는 생생한 증거 수집에 도움이 되고, 법 집행 적법성을 담보하는 데 큰 이점이 있다. 개인의 사생활(privacy) 보호라는 측면에서 다툼의 여지는 있으나, 선진 치안 현장에서 경찰의 바디캠 활용은 계속 증대되고 있다. 이 연구는 경찰 실무자의 바디캠 사용의도에 부정적으로 영향을 미치는 지각된 위험이 무엇인지 탐색하는 데 목적이 있다. 총 9명의 경찰관을 상대로 심층 면접을 진행한 결과, 실무자의 바디캠 사 용 용이성과 유용성에 대한 인식은 비교적 높은 것으로 나타났다. 다만, 경찰관이 지각한 위험으로 개인정보보호법 시행으로 인한 규제라는 범주가 탐색 되었으며, 바디캠 사용의도에 부정적인 영향을 미치는 것으로 확인되었다. 여기에는 ‘관리적 지침’과 ‘가이드라인’이 중요한 개념으로 작용하고 있는 것으로 나타났다. 또한, 바디캠을 사용하게 되는 모든 과정에 다양한 ‘경찰하위문화’가 작용하고 있 음을 확인했다. 향후 경찰관의 바디캠 활용을 증가시키기 위해서는 개인정보보호법 시행과 경찰하위 문화라는 범주를 반영한 정책 제언을 고려해야 한다. 이하 경찰 바디캠 사용의도와 관련된 심층 면 접 질적연구 결과는 본문에서 상세히 다루도록 한다.
