Recently, the number of incidents by crime type continues to increase. Therefore, it is time for police officers to collect evidence from the scene and pay close attention to various issues during the case handling process. The use of body cameras is increasing, especially in developed countries, and most developed countries require police officers working in the field to wear body cameras. This is because it is very helpful in establishing strict standards for criminals who oppose public power and in collecting and securing evidence at the scene of an incident. In particular, it often happens that people give up on being booked or even face lawsuits due to lack of evidence to prove the situation at the time. These recurring issues are causing an increase in crime. When a police officer uses a body camera in the field, the body camera is receiving a lot of attention as an important piece of equipment to protect police officers because it can leave video evidence of the scene at close range. In the case of Korea, after enacting the ‘Wearable Police Cam System Operation Rules’, 100 units were distributed to 23 police stations across the country for pilot operation on November 1, 2015. However, as will be mentioned in the text, due to various problems, the device's disposal and pilot operation ended in August 2021. In the meantime, police officers in the field have personally purchased and used body cameras, and this study examines the problems faced by police officers in operating body cameras in accordance with the body camera operation and management policy following the revision of the Personal Information Protection Act on September 15, 2023. While this is being discussed, we would like to discuss three ways to improve it. First, there are issues related to the distribution of body cameras, second, there are issues with operating an education system on the use of body cameras, and third, there are issues with storage and management of body cameras. We hope that the implementation of these improvement plans will ensure reasonable public safety through active law enforcement and efficient work performance by field police officers.

최근 범죄유형별 발생 건수는 계속하여 증가하고 있다. 따라서, 경찰관들은 사건 처리 과정에서 현장 상황의 증거 수집 및 여러 가지 사안들에 대한 심혈을 기울여야 할 때이다. 선진국을 중심으로 바디캠 사용이 증가하고 있으며, 선진국 대부분은 현장에 근무하는 경찰관들에게 바디캠을 착용하고 근무토록 하고 있다. 공권력에 대항하는 범죄자에 대한 엄정한 잣대와 사건 현장에서의 증거수집 및 확보에 많은 도움이 되고 있기 때문이다. 특히, 현장에서 당시 상황을 증명해 줄 증거 부족 등으로 입건을 포기하거나, 심지어 소송에 접하는 경우도 종종 발생한다. 이러한 반복되는 사안들로 인해 범죄 발생의 증가 원인이 되고 있다. 현장에서 경찰관이 바디캠을 사용하는 경우, 근접거리에서의 현장 상황을 영상증거로 남길 수 있 기 때문에 바디캠은 경찰관을 보호하는 중요한 장비로 많은 관심을 받고 있다. 우리나라의 경우 ‘웨 어러블 폴리스캠 시스템 운영규칙’을 제정 후 2015년 11월 1일 전국 23개 경찰서에 100대를 보급하 여 시범 운영한 바 있다. 그러나 본문에서 언급하겠지만, 여러 가지 문제로 인하여 2021년 8월 기기 의 폐기조치 및 시범 운영이 종료되었다. 그동안 현장에 있는 경찰관들이 개인적으로 바디캠을 구 매·사용해왔고, 이에 본 연구에서는 2023년 9월 15일 ‘개인정보보호법’ 개정에 따른 바디캠 운영·관 리방침으로 현장 경찰관들이 바디캠 운영에 있어 문제점이 거론되고 있는 가운데, 이에 대한 3가지 개선안을 논하고자 한다. 첫째, 바디캠 보급 관련 문제와 둘째, 바디캠 사용상의 교육시스템 운영 문제, 셋째, 바디캠의 보 관과 관리문제 등이다. 이와 같은 개선방안의 실현으로 현장 경찰관들의 적극적인 법집행 및 효율적 업무수행으로 그에 대한 합당한 국민안전이 이루어지길 바란다.
