With the increasing prominence of resident autonomy, there is a growing demand for autonomous organizations, which has led to the widespread establishment of Resident Autonomy Councils. However, the mere quantitative expansion of these councils does not necessarily ensure the genuine realization of resident autonomy. It is imperative to identify and fortify the factors that critically influence the performance of Resident Autonomy Councils. Previous research has predominantly emphasized the qualifications, competencies, representativeness, and accountability of council members. This study explores the impact of variables such as ‘composition,’ ‘operational methods,’ ‘activities (content and scope),’ ‘financing,’ and ‘local government support’ on the overall performance of Resident Autonomy Councils, while also analyzing the mediating role of ‘autonomy capacity.’ The findings reveal that the ‘activities’ of council members exert the most significant positive influence on the councils' performance, and the partial mediating effect of autonomy capacity is also substantiated. Based on these outcomes, this study proposes several strategies to enhance the performance of Resident Autonomy Councils, including the development and expansion of capacity-building programs for council members, the establishment of robust selection criteria for competent members, the transparent disclosure of council composition, and the implementation of regular evaluations and feedback mechanisms for operational processes.

주민자치의 중요성이 커짐에 따라 자치 조직에 대한 요구가 증가하여 주민자치회의 도입과 운영 또한 전국적으로 확산되고 있다. 그러나 양적 확대가 주민자치의 실현을 의미하지는 않으므로, 효율 적이고 효과적인 운영을 위한 노력이 필요하다. 특히, 주민자치회의 성과를 높이는 데 중요한 영향 을 미치는 요소를 파악하고 강화하는 것이 필요한데, 기존 연구에서는 주민자치회 위원의 자격, 자 질, 대표성, 책임성 등이 주로 지적된다. 본 연구는 주민자치회의 ‘구성’, ‘운영(방식)’, ‘활동(내용이 나 범위)’, ‘재정’, ‘지자체 지원’ 등이 ‘성과’에 미치는 영향을 검토하고, ‘자치 역량’의 매개효과를 분석하였다. 그 결과, 주민자치회의 ‘성과’에는 위원들의 ‘활동’이 가장 강력한 정(+)의 영향을 미치 는 것을 알 수 있었으며, ‘자치 역량’의 부분 매개효과 또한 확인할 수 있었다. 이러한 결과를 토대 로, 본 연구에서는 주민자치회의 ‘성과’를 높이는 방안으로 주민자치 위원들의 역량 강화를 위한 교 육프로그램의 발굴 ·확대, 역량 있는 위원을 선발하기 위한 기준이나 방식의 정비, 위원 구성에 대한 투명한 정보 공개, 운영 과정에 대한 정기적 평가와 피드백 확립 등을 제안한다.
