The purpose of this study is to objectively compare and analyze the level of manpower of the Korean police compared to the police of advanced foreign countries and the performance of police activities according to the level of police manpower input. The countries to be compared were selected as the United States, the United Kingdom, and Japan, and rather than comparing each country as a whole, the matching frontier technique was used to search for police institutes in the United Kingdom, Japan, and the United States that were most similar to Korea's city/provincial police agencies or police stations, and to identify those police officers. The level of police manpower and police activity performance were compared through comparison between the two provinces or cities. As a result of comparative analysis of Korean police and foreign police through 1:1 matching, it was found that the number of uniformed police officers is over-deployed in Korea. As a result of comparing the performance of police activities, the number of murder victims remained low compared to other countries, but the number of traffic deaths was found to be higher than in the UK or Japan. This study is significant in that it moves away from fragmentary comparative analysis at the national level and compares the size of police personnel and police activity performance through comparison between similar provinces/cities.

이 연구는 한국경찰의 인력수준이 선진외국 경찰과 비교해서 어느 정도 수준에 있 고, 경찰인력 투입 수준에 따른 경찰활동 성과는 어떠한지를 객관적으로 비교분석하는 것을 목적으로 한다. 비교대상 국가를 미국, 영국, 일본으로 선정하고, 각 국가를 전체 적으로 비교하는 것이 아니라, 매칭 프론티어기법을활용하여 한국의 시도경찰청또는 경찰서와 가장 유사한 미국, 영국, 일본의 경찰관서를 탐색하고, 그 경찰관서 간의 비교 를 통해 경찰인력 규모의 수준과 경찰활동성과를 비교하였다. 한국경찰은 외국경찰과 1:1 매칭을 통해 비교분석한 결과 제복을 입은 경찰공무원의 수는 과대 배치되어 있는 것으로 나타났다. 경찰활동성과를 비교한 결과, 살인희생자수는 다른 국가들에 비해 낮 은 편을 유지하고 있으나, 교통사망자수는 영국 또는 일본에 비해 높은 수준으로 나타 났다. 이연구가국가단위의 단편적 비교분석에서 벗어나 유사한 도시간의비교를통해 경찰인력의 규모와 경찰활동성과를 비교하였다는 점에서 그 의의가 있다.
