The purpose of this study is to seek policy alternatives for the revitalization of the autonomous police system, such as checking the awareness of the autonomous police system of new police officers and improving the quality of autonomous police security services demanded by citizens through empirical research, considering that it is the main role in revitalizing the autonomous police system, while promoting the autonomous police system of new police officers, which will grow as the basis of the police organization in the future. For the empirical study, 500 out of 2,200 new police officers of the 314th class of the Central Police Academy were surveyed for 10 days from March 18 to March 27, 2024. Based on the results of the study, we would like to make policy recommendations in the following. First, it is necessary to clarify the affairs of the autonomous police. To this end, it is necessary to produce and distribute a minimum number of manuals to prevent confusion in work. Second, it is necessary to strengthen cooperation with local governments. As a way to achieve this, it may be effective to strengthen cooperation with the autonomous security forces. Third, public relations activities and citizen awareness raising should be strengthened. It is necessary to develop programs that all citizens can relate to and to prioritize local safety. Fourth, the participation of local residents should be activated. To this end, it is necessary to benchmark the excellent practices that are being implemented by municipal and provincial autonomous police commissions across the country.

본 연구는 향후 경찰조직의 근간으로 성장할 신임 경찰관들의 자치경찰제에 대한 이해를 도모하는 한편 실질적인 자치경찰제 활성화의 주역인 점을 고려하여 신임 경찰 관들의 자치경찰제에 대한 인식을 확인하고 실증적인 연구를 통해 시민이 요구하는 자 치경찰 치안서비스의 품질을 향상시키는 등 자치경찰제의 활성화 방안에 대한 정책적 대안을 모색함에 목적이 있다. 실증연구를 위한 조사의 대상은 중앙경찰학교에서 교육중인 신임 경찰관 314기의 2,200명 가운데 500명을 대상으로 2024년 3월 18일부터 3월 27일까지 10일 동안 자기평 가 기입법을 통한 설문조사를 실시하였다. 연구결과를 토대로 다음과 같이 정책 제언을 하고자 한다. 첫째, 자치경찰 사무의 명확화가 필요하다. 이를 위해 최소한의 매뉴얼을 제작·보급 하여 업무의 혼선을 예방해야 한다. 둘째, 기초자치단체와의 협력을 강화할 필요가 있다. 이를 위한 방안으로 자율방범 대와의 협력을 강화하는 방안이 효과적일 수 있다. 셋째, 홍보활동 및 시민 인식제고가 강화되어야 한다. 모든 시민들이 공감할 수 있는 프로그램의 개발과 지역 안전을 최우선으로 하는 활동이 요구된다. 넷째, 지역주민의 참여가 활성화되어야 한다. 이를 위해 전국 시·도 자치경찰위원회 에서 시행중인 우수한 사례들을 벤치마킹할 필요가 있다.
