This study analyzed the current state of teacher supply and demand, identified problems, and comprehensively diagnosed elementary school teacher supply policies based on systems thinking, ultimately deriving key issues and tasks. To achieve this, variables affecting teacher supply policies were derived using statistical data, previous research, and newspaper articles, and a causal loop diagram was created. The main findings are as follows: imbalances between teacher demand and the number of newly appointed teachers, the lack of consideration for the supply of quality teachers, discrepancies between the enrollment capacity of teacher training institutions and the actual supply of teachers, and the conflict between economic and educational logic were identified as major issues. To address these problems, a systematic approach that comprehensively manages teacher demand and supply is necessary. Additionally, to ensure the supply of quality teachers, it is essential to enhance the efficiency of teacher training institutions, legislate the establishment of teacher supply policies, and establish a specialized organization for teacher supply planning in coordination with central and local education authorities, along with creating mechanisms for flexible teacher supply policies. Based on these findings, this study aims to propose policy alternatives for the effective establishment and implementation of elementary school teacher supply policies.

본 연구는 교원수급의 실태를 분석하고 문제점을 지적하여 시스템사고를 기반으로 초등 교 원수급정책을 종합적으로 진단하고 주요 쟁점과 과제를 도출하였다. 이를 위해 교원수급정책 에 영향을 주는 변인을 통계자료, 선행연구, 신문기사 등을 바탕으로 도출하여 인과순환지도 를 작성하였다. 주요 분석 결과는 다음과 같다. 교원수요와 신규교원 선발 인원의 불균형, 양 질의 교원수급을 위한 고려의 부재, 교원 양성기관의 입학정원과 실제 교원 수급의 불일치, 그리고 경제 논리와 교육 논리 간의 충돌이 주요 문제점으로 도출되었다. 이러한 문제를 해 결하기 위해서는 교원의 수요와 공급을 종합적으로 관리할 수 있는 체계적인 접근이 필요하 다. 또한, 양질의 교사 공급을 위해 교원 양성기관의 효율성을 제고하는 것뿐만 아니라, 교원 수급정책 수립의 법제화와 중앙정부와 지방 교육청이 연계된 전문기구 설립을 통해 유연한 교원수급정책을 위한 장치도 마련해야 한다. 이러한 결과를 바탕으로, 본 연구는 초등 교원수 급정책의 효과적인 수립과 실행을 위한 정책적 대안을 제시하고자 한다.
