Who holds the initiative in enacting ordinances between local government heads and local councils? Historically, the general consensus has been that local government heads have an advantage over local councils in local politics. This study answers research questions through the analysis of ordinances of the 7th-11th Gyeonggido Assembly. Given that both major political parties have had ruling experiences, leading to periods of unified and divided government, a longitudinal analysis alongside a cross-sectional analysis based on government type was conducted to compare the legislative productivity between the governor and council members. The statistical analysis yielded the following results. First, while the legislative initiative of council members continuously increased in terms of proposal rates, their approval rates and the number of days required for passage showed a decline in the 8th council before rebounding. Second, examining different government types, the legislative initiative of council members, except for revised approval rates and legislative processing time, was stronger than that of the governor regardless of the government type. However, legislative productivity was relatively lower during periods of divided government. Third, significant changes in legislative productivity were observed starting from the 8th Gyeonggi Provincial Council. This study highlights the importance of the 2010 local elections in the political landscape of Gyeonggi Province and demonstrates the shift of legislative dominance from local government heads to local councils over time.

지방자치단체장과 지방의회 간 조례제정의 주도권은 누구에게 있는가? 그동안의 평가는 지방정치에서 지방자치단체장이 지방의회보다 우위에 있다는 것이 일반적이었다. 본 연구 는 제7-11대 경기도의회의 조례안 분석을 통해 연구 질문에 답한다. 연구 대상에서 양당 모두 집권 경험이 있으며 그 과정에서 단점정부와 분점정부가 모두 나타난 만큼, 시계열 분석과 정부 형태별 횡단면 분석을 통해 도지사와 의원의 입법생산성을 비교하였다. 통계 분석 결과는 다음과 같다. 첫째, 의원의 입법주도권은 발의율 측면에서 지속적으로 상승하 였지만 가결률과 소요일수 측면에서 제8대에서 하락 후 반등하는 흐름을 보였다. 둘째, 정 부 형태별로 나눠보면 수정가결률과 입법 소요일수를 제외하고는 정부 형태와 관계없이 의원의 입법주도권이 도지사보다 강력하였으나, 분점정부에서 입법생산성은 상대적으로 떨어졌다. 셋째, 제8대 경기도의회를 기점으로 입법생산성의 변화가 크게 나타났다. 본 연 구는 2010년 지방선거는 경기도의 지방정치에 있어서 중요한 선거였다는 점과 입법주도권이 시간이 지남에 따라 지방자치단체장에서 지방의회로 이전했다는 점을 보여주었다.
