This study conducted a thorough analysis of the overall organization and operation of the volunteer fire brigade. It included a detailed investigation into the current status, focusing on gender-based regional installations, budget support, activity performance, and volunteer services. Based on the analysis of the functions and roles of the volunteer fire brigade, several improvements are necessary. These include adjusting the number of personnel to better match firefighting needs and strengthening the recruitment process to ensure members possess basic firefighting and disaster management knowledge, as well as physical fitness. After selection, regular training is crucial for skill development. Additionally, as a volunteer organization, the brigade should coordinate activity plans with fire stations, while performance evaluations and rewards for individual and group efforts will encourage active participation and improve satisfaction.

본 연구는 의용소방대의 조직운영 전반에 대한 면밀한 분석을 위하여 현황분석을 하였으며, 지역 성별 설치현 황, 예산지원현황, 활동실적 및 봉사활동을 조사 분석하였다. 의용소방대 기능과 역할 분석결과 의용소방대는 소방수요 측면을 고려한 정원의 불균형 개선, 소방 및 방재 등에 관한 기본적인 지식과 소양 및 강인한 체력 확보를 위해 대원 선발과정의 강화를 통한 개선과 함께 선발 후 정기적인 교육훈련을 통한 지식과 기술 배양, 민간 봉사단체로써의 역할을 위해 소방서의 훈련 및 행사계획 등과의 협의를 통해 활동계획서를 검토⋅보완 및 운영함으로써 의용소방대원들의 체계적인 활동계획 이행 그리고 의용소방대원에 대한 개인별 ⋅단체별 활동실적의 평가를 통한 적극적인 활동 참여 및 보상으로 만족도를 향상시킬 필요가 있다.
