The purpose of this study is to suggest changes in domestic university education that will ensure stable academic continuity and successful regional settlement for foreign students in Korea, who are learners with academic purposes. To this end, the study examines the characteristics and current conditions of these students, analyzes the evolving reasons for their continued stay in Korea, and proposes a comprehensive curriculum addressing both Korean language and major-specific education. Foreign students in Korea constitute a significant part of the labor force and play a key role in the sustaining local universities within their communities. As the government’s international student policies become more flexible international student policy, their stay and contribution to the labor force are expected to increasingly depend on local and domestic universities. the study suggests that’ both major-specific and Korean language instruction require significant revisions. In particular, the newly established curriculum, set to be implemented from the second half of 2024, should redefine Korean language education for academic purposes and develop major-specific educational content that differs from the existing curriculum. To achieve ‘these goals’, the government should prioritize facilitating the settlement of foreign students in local communities, where they study and work simultaneously, through collaboration between various ministries. Educational content should be designed to address both Korean language and job-related skills tailored to foreign undergraduate students who balance work and study. Collaboration between Korean language education experts and labor experts will be essential to develop this educational content.

본 연구의 목적은 학문 목적 학습자로서의 국내 외국인 유학생을 대상으로 이들 의 안정적인 학업 지속 및 지역 정주를 위해 변화해야 할 국내 대학의 교육 방향을 제언하는 것이다. 이를 위하여 국내 외국인 유학생의 특징 및 실태를 파악하고 외국인 유학생들의 국내 체류 목적의 변화를 확인하여 추후 시행될 외국인 학부생 대상 일과 학습을 병행할 수 있는 교육과정의 필요성을 강조한다. 본 연구의 결과 는 다음과 같다. 국내 외국인 유학생은 지역사회에서 노동력 및 지역 대학의 존폐 에 큰 부분을 차지하고 있다. 또한 정부의 유연한 유학생 정책 변화로 인해 앞으로 도 이들의 체류와 노동력은 지역사회 및 국내 대학이 크게 의존할 것으로 예상된 다. 따라서 전공 및 한국어교육도 변화되어야 한다. 특히 24년 하반기부터 새롭게 신설되는 일학습병행 교육과정은 기존의 교육과정과는 다른 전공 교육 내용의 개 발과 더불어 학문 목적 한국어 교육과정도 새롭게 규정되어야 할 것이다. 이를 위하여 첫째, 정부는 법무부, 교육부, 외교부 등 여러 부처 간 합의를 통해 일과 학업을 병행하는 외국인 유학생의 지역 사회 정주에 힘을 쏟아야 한다. 둘째, 새롭 게 생긴 일과 학습을 병행하는 외국인 학부생에게 맞춘 한국어교육 내용과 직무 내용이 설계되어야 하며, 이때 한국어교육 전문가와 노동 전문가가 협업하여 교육 내용을 개발해야 한다.
