The physical security industry is rapidly evolving from the traditional areas of facility security, convoy security, mechanical security, and personal protection to a technology-driven convergence industry. However, despite the rapid advancement of technological innovation, human intervention is still essential for the final response, further emphasizing the importance of workforce operations and management. Amidst these changes, the efficiency of workforce operations has a significant impact on the reliability and performance of the security system as a whole. This study critically examines how the current physical security management system places excessive emphasis on technology-driven approaches, thereby neglecting the indispensable role and significance of human operations. Such a biased management framework impairs the efficiency of security operations, leading to a decline in overall security management performance. Additionally, an in-depth analysis of five major physical security incidents over the past five years clearly demonstrates the limitations of a technology-centric response in overcoming the fundamental constraints of security systems. Therefore, this study underscores the urgency of developing and implementing standardized management metrics for the systematic evaluation and continuous improvement of human operations, aiming to deepen the understanding of the critical role and impact of human resource operations within physical security systems.

물리보안 산업은 전통적인 시설경비, 호송경비, 기계경비, 신변보호와 같은 분야에서 기 술 중심의 융합 산업으로 급격히 진화하고 있다. 이러한 기술적 혁신이 가속화되고 있음에 도 불구하고, 보안 체계의 최종적 대응 과정에서는 여전히 인간의 판단과 개입이 필수적이 라는 점에서 인력 운영 및 관리의 중요성은 더욱 부각되고 있다. 이에 따라 인력 운영의 효율성은 물리보안 체계의 신뢰성, 효과성, 그리고 전반적인 성과에 직접적인 영향을 미치 는 핵심 요소로 작용한다. 이 연구는 현행 물리보안 관리 시스템이 기술 중심적 접근에 과도하게 치중함으로써, 인력 운영의 필수적 역할과 그 중요성을 간과하고 있음을 지적한다. 이러한 편향적 관리 체계는 보안 운영의 효율성을 저해하여 전체적인 보안 관리 성과를 저하시킨다는 문제점 을 제시한다. 아울러, 최근 5년간 발생한 주요 물리보안 사고 사례 5건에 대한 심층 분석을 통해, 기술 중심 대응만으로는 보안 체계의 본질적인 한계점을 극복하는 데 한계가 있음을 분명히 하였다. 따라서 이 연구는 인력 운영의 체계적 평가 및 지속적인 개선을 위한 표준 화된 관리 지표의 개발 및 도입이 시급함을 제언하며, 이를 통해 물리보안 체계 내 인력 운영의 결정적 역할과 그 영향력에 대한 심층적인 이해를 제고하고자 한다.
