The purpose of this study is to prepare measures to prevent juvenile narcotics in a situation where juvenile drug crimes are on the rise and the mental and physical damage of adolescents is also serious due to the influx of new narcotics. This study makes the following policy recommendations. First, education and publicity should be strengthened to prevent drug abuse and publicity so that regular education on drug abuse and damage cases can be carried out in schools. Second, it is necessary to establish a system for investigating narcotics by strengthening investigative capabilities and increasing the number of drug investigators, while expanding the number of specialized investigation personnel. Third, by strengthening the crackdown and monitoring of new narcotics, it is necessary to intensify special crackdowns on vulnerable routes and intensive crackdowns on major areas such as clubs. Fourth, criminal penalties should be strengthened so that those who provide drugs to juveniles can be severely punished. Fifth, it is also necessary to strengthen international cooperation, such as strengthening international cooperation by strengthening the crackdown on foreign drug offenders. Sixth, by strengthening the establishment of a cooperative system with local communities, it is necessary to carry out regular campaigns for joint guidance and enforcement in specific areas, such as around entertainment districts, together with local communities.

본 연구는 청소년의 마약류 범죄가 증가하고 있으며, 신종 마약류의 유입으로 인해 청소년들의 정신적·신체적 피해 역시 심각한 상황에서 청소년 마약류 예방 대책을 마련하는 것에 목적이 있다. 본 연구는 다음과 같이 정책적 제언을 하고자 한다. 첫째, 마약류 피해에 대한 예방 교육 및 홍보 강화로 마약류 남용과 피해사례 등에 관해 학교내에서의 주기적인 교육의 실시가 이루어 져야 한다. 둘째, 수사력 강화 및 마약 전문수사관 증원으로 마약류 전담수사 체계를 확립하는 한편 전문수사 인력의 확충이 필요하다. 셋째, 신종 마약류 단속 및 모니터링 강화로 취약경로 특별단속, 클럽 등 주요 발생지역 에 대한 집중 단속을 강화해야 한다. 넷째, 형사처벌 강화로 청소년들에게 마약을 제공하는 경우 가중처벌을 할 수 있도록 형사처벌을 강화해야 한다. 다섯째, 외국인 마약 사범 단속 강화로 국제공조의 강화 등 국제협력의 강화도 필요하다. 여섯째, 지역사회 협력체계 구축 강화로 지역사회와 함께 유흥가 주변 등 특정 지역에 대한 합동 지도단속 정기적인 캠페인을 실시하여야 한다.
