Following the tragic death of a teacher at Seoi Elementary School in July 2023, the online elementary teacher community ‘Indi School’ saw the formation of a voluntary group named ‘National Teachers’ Gathering.’ From July to October 2023, eleven rallies were held, drawing a significant number of participants ranging from a minimum of 20,000 to a maximum of 90,000. These orderly and peaceful rallies garnered public support and successfully raised awareness about the challenges faced by teachers. Notably, the Teacher Rights Act was amended and passed by the National Assembly in 2023. The unique aspect of these rallies was that they were organized and conducted solely by teachers without the assistance of established teachers’ unions such as the Korean Teachers and Education Workers Union (KTU) or the Korean Federation of Teachers’ Associations (KFTA). The police adopted a non-authoritarian approach, ensuring the right to assemble and focusing on safety through dialogue, which created a synergistic effect. The recent trend towards peaceful and mature demonstrations reflects an increase in civic maturity, highlighting the effectiveness of non-authoritarian methods in managing assemblies and suggesting improvements for police response strategies at demonstrations, ultimately aiming to reduce social costs.

2023년 7월 서이초 교사 사망으로 인해 교권 정상화를 주장하며 온라인 초등교사 커뮤니티인 ‘인디스쿨’에서 한 교사의 제안을 계기로 자발적 모임인 ‘전국교사모임’이 결성되었 다. 2023년 7월부터 2023년 10월까지 11차 집회가 개최되었다. 이번 집회는 최소 2~3만 최대 9만여 명의 대규모 인원이 모였음에도 질서정연하고 안정적인 집회 개최로 국민들의 지지와 동시에 호응을 얻으며, 교사들의 현실을 제대로 알리고 교권 4법 개정안이 2023년 국회 본회의 통과 하는 등 긍정적인 성과를 얻기도 하였다. 이번 집회의 특이점은 그간 집회를 주도했던 전국교직원노동조합(이하 ‘전교조’), 교사노동조합연맹 등 교원 단체 노조 의 도움 없이 순수 교사들이 모여 집회를 계획 · 개최하였으며 이 과정에서 경찰은 불법 요소 제거 등 엄정 대응 기조보다는 집회 시위 개최 보장 및 안전한 집회 시위 진행을 위해 집회 신고 단계부터 대화를 통한 소통 활동으로 집회를 함께 이끌며 상호 시너지 효과를 창출한 것으로 보인다. 최근 시민 성숙도와 더불어 집회 시위 문화도 과거 폭력적 집회보다는 평화적으로 의사 를 전달하는 선진 집회 문화가 증가하는 추세로, 집회 시위 관리에 있어 대화 등 비권력적 활동의 효용성 및 경찰의 집회 시위 현장 대응 방안 개선안 마련에 도움을 주고, 종국엔 사회적 비용 감소라는 결과를 도출하고자 한다.
