This study discusses the shift in recent cultural policy from ‘democratization of culture’ to ‘cultural democracy’, highlighting its impact on the development of ‘cultural autonomy’ that citizens can tangibly experience in local cultural settings. The primary objective is to analyze the case of Gyeonggi-do, which, in 2021, became the first in the nation to enact the “Gyeonggi-do Cultural Autonomy Basic Ordinance” and has been implementing the “Gyeonggi-do Cultural Autonomy Vitalization Project(2022-2024)”. Cultural Autonomy aims to move beyond the vertical hierarchy of central government-local government-private sector relationships, ensuring the cultural rights of citizens and local residents, and establishing a bottom-up system where residents actively participate in the decision-making and execution of cultural policies. This approach focuses on transforming adminstrative systems into horizontal collaborative relationships and strengthening the role of citizens as key players in local culture. The study analyzes the outcomes and challenges of cultural autonomy in Gyeonggi-do by examining the cases of Yangju and Icheon, using thres categories: the establishment of an institutional foundation for cultural autonomy, enhancement of cultural autonomy capabilities, and the activation of cultural autonomy. Survey results from Gyeoggi-do reflect this shift, with 53% of residents indicating they have heard of cultural autonomy, 71% understanding the concept, and 72% expressing a willingness to participate in cultural autonomy in the future. These findings suggest that the “Gyeonggi-do Cultural Autonomy Vitalization Project” over the past three years has been successful. However, as cultural autonomy is still an ongoing process, continued research and practical efforts are anticipated.

본 연구는 최근 문화정책의 주요 방향이 ‘문화의 민주화’에서 ‘문화민주주의’ 로 전환됨에 따라, 시민들이 지역 문화 현장에서 실질적으로 체감할 수 있는 ‘문화자치’로 이어지고 있음을 논의하고, 전국 최초로 ｢경기도 문화자치 기본 조례｣를 제정(2021)하고 ‘경기도 문화자치 활성화 사업(2022-2024)’을 추진하고 있는 경기도 사례를 분석함으로써 문화자치 추진 과정의 성과와 과제를 제시 하는 것이 목적이다. 문화자치는 중앙정부-지자체-민간의 수직적 위계구조에서 벗어나 국민과 지역주민의 문화권을 보장하고, 주민이 문화정책의 결정과 집행 과정에 적극 참여하는 상향식 체계를 구축하는 것을 목표로 한다. 이는 행정체 계를 수평적 협력관계로 변화시키고 지역 문화 주체로서 시민의 역할을 강화 하는 데 중점을 두는 것이다. 이를 지역 문화 현장에 실현하고자 하는 경기도 의 문화자치 활성화 사업 사례(양주·이천)를 중심으로 문화자치 추진 과정에 따른 성과와 과제를 문화자치 제도적 기반 조성, 문화자치 역량 제고, 문화자 치 활성화라는 3가지 유형에 따라 분석하였다. 경기도가 실시한 설문조사 결과 에서도 이러한 변화가 반영되었는데, 경기도민 중 53%가 문화자치에 대해 들 어본 경험이 있으며, 71%는 문화자치 개념을 이해하고 있다고 응답했다. 또한 72%는 향후 문화자치에 참여할 의향이 있다고 답변하였다. 이는 지난 3년 간 경기도가 추진해 온 ‘경기도 문화자치 활성화 사업’의 성과로 볼 수 있다. 그러 나 문화자치는 아직 진행 중인 과정으로, 앞으로도 다양한 연구와 실천이 활발 하게 이루어지기를 기대한다.
