The recent discussions on customized integrated support policies for students should not only be considered as an extension of school welfare, but also the role of schools and communities together. On the other hand, the decline in the number of students due to the declining birthrate requires us to think about how our society needs to expand the role of schools beyond the realm of welfare. In light of these issues, this study analyzed the policy of customized integrated support for students, focusing on the social rights of students, and examined how the role of schools to ensure students’ rights is legally implemented along with the role of local communities. As a result of this study, it was analyzed that there is not yet a solid legal structure to guarantee social rights, and that the proper allocation of scattered welfare resources and the establishment of governance are needed in the future. In the future, in order for the relevant laws to be passed by the National Assembly and the actual programs to work organically, it will be necessary to prepare the legal system, allocate resources, improve awareness, and make various efforts not only at the school site but also in the community around the big framework of rights.

최근 논의되고 있는 학생 맞춤형통합지원 정책은 학교 복지의 연장선에서 생각해봐야 할 뿐 아 니라 학교와 지역사회의 역할을 함께 고민해봐야 할 시의성을 가진다. 한편, 저출산으로 인한 학생 수의 감소는 단순히 복지의 영역을 넘어서 우리 사회가 학교의 역할에 대하여 어떻게 확장할 필요 성이 있는지에 대하여 생각해봐야 한다. 본 연구는 이와 같은 문제의식하에 학생맞춤통합지원 정 책에 대하여 학생의 사회권을 중심으로 분석한 후 학생의 권리를 보장하기 위한 학교의 역할이 어 떻게 법적으로 구현되고 있는지 지역사회의 역할과 더불어 살펴보았다. 본 연구의 결과 아직까지 법적으로 공고하게 사회권을 보장하고 있는 구조는 아니며, 산발적으로 흩어져 있는 복지 자원의 적절한 배분과 거버넌스의 구축이 향후 더욱 필요한 것으로 분석할 수 있었다. 향후 관련법이 국회 에서 의결되고 실제적인 프로그램이 유기적으로 작동되기 위해서는 법제도적인 준비와 더불어 자 원의 배분, 인식의 개선 등 학교 현장 뿐 아니라 권리 보장이라는 큰 틀을 중심으로 지역사회의 다양한 노력이 수반되어야 할 것이다.
