This study examines the operation of university human rights centers and the current status of human rights education following the revision of the Higher Education Act. It seeks to identify future tasks and improvement measures to revitalize human rights education. For this purpose, the study analyzed questionnaire responses from 63 universities and interviews with practitioners at 8 universities. The analysis revealed that approximately 63.5% of university human rights centers had regulations on human rights education and were conducting related activities. Regarding the method of human rights education, 55.6% of university human rights centers conducted human rights education through special lectures rather than regular lectures. These findings indicate that, since the establishment of human rights centers became mandatory, human rights education for university members has become more widespread. Not only has the number of human rights education sessions increased quantitatively, but the topics and methods of human rights education have also diversified. This study found significant problems in the current operation of human rights centers and human rights education, primarily due to a lack of dedicated personnel and budget. Based on these results, the following improvement measures are suggested to revitalize human rights education at human rights centers. First, It is imperative to establish standards for the deployment and budgeting of dedicated staff for human rights centers. Second, it is necessary to provide a support system through specialized organizations to enhance the expertise and capabilities of human rights center staff. Third, customized educational materials that consider the unique characteristics of each university should be developed, and information should be shared through a consultative body. Fourth, At the university level, there should be support for the establishment and operation of courses related to human rights education, along with the necessary systems. Furthermore, accountability for human rights education should be increased by incorporating the current status of human rights center operations and education into ‘university public information’ items.

본 연구는 고등교육법 개정 이후 대학 인권센터의 운영 및 인권교육 현황을 살펴보고 인권교육 의 활성화를 위한 향후 과제와 개선방안을 모색하는 것이다. 이를 위해 본 연구에서는 설문 조사에 응답한 63개 대학의 설문지 내용과 8개 대학의 실무자들을 대상으로 한 인터뷰 내용을 분석하였 다. 분석 결과, 대학 인권센터의 63.5% 정도가 인권교육에 관한 규정을 가지고 관련 인권교육을 실시하고 있었으며 대학 인권센터의 55.6%가 정기적인 강좌보다는 특강 형태의 인권교육을 가장 많이 실시하는 것으로 나타났다. 인권교육의 주제는 인권의 기본 개념과 특성에 관한 교육, 인권침 해 대응 교육, 차별 및 혐오 예방 교육, 사회적 인권 이슈 관련 교육 등이 다양하게 이루어지고 있 었다. 이 결과는 인권센터 설치가 의무화된 이후 많은 대학에서 인권교육이 증가됨과 동시에 인권 교육의 주제 및 방식도 다양한 형태로 확장되고 있음을 보여준다. 인권센터 운영 및 인권교육의 현황을 통해 드러난 문제는 크게 전담 인력 및 관련 예산의 부족으로 나타났다. 분석 결과를 바탕 으로 인권센터 인권교육의 활성화를 위한 개선방안은 다음과 같다. 첫째, 인권센터 전담 인력 및 예산 등에 대한 기준안을 마련하는 것이 선행되어야 한다. 둘째, 인권센터 구성원의 전문성 및 역 량 강화를 위해 전문기관을 통한 지원체계 마련이 필요하다. 셋째, 대학의 특성을 고려한 맞춤형 교육자료의 제공 및 협의체를 통한 정보공유가 필요하다. 넷째, 대학 차원에서 인권센터의 인권교 육 강좌의 개설 및 운영을 지원하고 관련 제도를 뒷받침해야 한다. 그 외에 대학 ‘공시정보’항목에 인권센터 운영 및 교육 현황을 반영함으로써 대학 차원에서 인권교육의 책무성을 높여야 한다.
