The purpose of this paper is to analyze the meaning of ‘skills’ in the national curriculum and the meaning and characteristics of ‘skills’ in the music curriculum, and then to suggest directions for improving the development of ‘skills’ based on the results. The results of the analysis are as follows. First, ‘skills’ as a performance ability in the music curriculum should be viewed as an inheritance of ‘skills’ in the taxonomy of educational objectives. Second, the taxonomy of educational objectives, the OECD theory of competency education, the 2015 revision, and the 2022 revision curriculum are all related, but the meaning of ‘skills’ differs among them. Third, the unclear meaning of ‘skills’ in the general guidelines of the National Curriculum causes confusion regarding the meaning of ‘skills’ in the music curriculum. Fourth, despite the difference in the meaning of ‘skills’ and procedural knowledge between music and content-centered subjects, these differences were not considered in the curriculum revision process. Fifth, the meaning of ‘skills’ in the 2022 revised music curriculum seems to further knowledge education through the curriculum. Based on these analysis results, the following were suggested as directions for improving the development of ‘skills’: the need for basic research to provide a precise definition of the meaning of ‘skills’ and a theoretical basis, the need to share and agree on the general guidelines and subject-specific guidelines of curriculum issues, and the establishment of a content system that can reflect the characteristics of each subject.

이 논문의 목적은 국가수준 교육과정에서 ‘기능’의 의미와 음악과 교육과정에서 ‘기능’의 의미와 특징을 분석한 후 그 결과를 토대로 향후 ‘기능’ 개발을 위한 개선 방향을 제안하는 것이다. 분석 결과는 다음과 같다. 첫째, 음악과 교육과정에서 나타난 수행 능력으로서의 ‘기 능’은 교육목표분류학에서의 ‘기능’을 계승한 것으로 보아야 한다. 둘째, 교육목표분류학, OECD 역량교육론, 2015 개정과 2022 개정 교육과정은 모두 연관되어 있지만 ‘기능’의 의미 는 서로 다르다. 셋째, 총론에서의 불명확한 ‘기능’의 의미는 음악과 교육과정의 ‘기능’의 의 미에 혼란을 주고 있다. 넷째, 음악과와 내용 중심 교과와는 ‘기능’과 절차적 지식의 의미가 다름에도 불구하고 교육과정 개정에서는 이러한 차이가 고려되지 않았다. 다섯째, 2022 개정 음악과 교육과정에서의 ‘기능’의 의미는 교육과정을 통해 지식교육을 심화시키는 것으로 보 이게 한다. 이러한 분석 결과에 따라 ‘기능’ 개발을 위한 개선 방향으로, ‘기능’의 정확한 의미 정의와 이론적 근거 제시를 위한 기초 연구의 필요, 교육과정 쟁점에 대한 총론과 각론의 공유와 합의 필요, 교과의 특성을 반영할 수 있는 내용 체계의 마련을 제시하였다.
