Since the start of the local autonomous system in the 1990s, each local government has made efforts to establish regional identity by discovering local historical figures and historical and cultural resources, and to revitalize the local economy through this. Seongbuk-gu makes efforts to establish regional identity, enhance resident’s pride, and revitalize the economy by promoting festivals, literary celebration, ceremony, visits, and cultural heritage utilization project as a part of “Enhancement Project of Manhae Hanyong-un” which utilizes Manhae Hanyong-un and Simujang, major historical and cultural contents of Seongbuk-gu. However, there were problems such as lack of future direction of the project, overlap of projects with other local governments, lack of unique contents of Seongbuk, and changes in the surrounding areas of Simujang, so the need to reexamine the Enhancement Project of Han Yong-un centered on Han Yong-un and Simujang was raised. This article examines the promotion of Simujang as a space to inherit and spread Han Yong-un's thoughts based on the understanding that it is a space for the practice of his spirit where his thoughts and spirit are concentrated. To this end, this article derives problems from analyzing the status of Enhancement Project of Manhae Han Yong-un and other local government’s project. Based on that analyzing, the plan for the Enhancement Project of Manhae Han Yong-un is proposed by dividing it into mid- to long-term plan establishment, establishment of a promotion system, discovering contents and training human resources, and promotion of projects linked to cultural contents. This article expects that Manhae Han Yong-un Simujang functions as a space to inherit and practice his thoughts through this research.

지방자치제가 1990년대 시작된 이후, 각 지방자치단체는 지역의 역사적 인물과 역사·문화자원을 발굴하여 지역의 정체성을 확립하고 이를 통해 지역을 활성화하기 위해 노력해 왔다. 성북구 역시 지역의 주요 역사ˑ문화 콘텐츠인 만해 한용운(萬海 韓龍雲, 1879~1944)과 심우장 콘텐츠를 활용 하여 ‘만해 한용운 선양사업’으로서 축제, 문학축전, 기념식, 탐방, 문화유 산 활용 사업 등을 추진하여 성북의 지역정체성 확립과 주민의 자부심 고 양, 지역 활성화에 힘쓰고 있다. 하지만 사업 추진의 방향성 설정 필요, 타 자치단체와의 사업 중복문제, 성북 고유의 콘텐츠 부재, 심우장 주변 지역의 변화 등으로 인하여 한용운 과 심우장을 중심으로 한 선양사업을 재검토할 필요성이 대두되었다. 이 논고에서는 심우장을 한용운의 사상과 정신이 집약된 한용운 정신의 실천 공간으로서의 이해를 바탕으로, 한용운의 사상을 계승하고 확산시키 는 공간으로 선양사업을 추진할 것을 검토하였다. 성북구의 만해 한용운 선양사업과 타 자치단체의 사업 추진 현황을 분 석하여 문제점을 도출하였다. 이를 기반으로 ‘만해 한용운 선양사업’의 방 안을 중장기 계획수립, 추진체계 구성, 콘텐츠 발굴 및 인력양성, 문화콘텐 츠 연계 사업 추진 등으로 나누어 제안하였다. 이를 통해 만해 한용운 심우장이 한용운의 사상을 계·실천하는 공간으 로 기능하기를 기대한다.
