This study aims to explore alternative measures to address the shortage of military personnel resources in response to the declining population. However, there is a growing trend of soldiers being discharged without completing their normal military service due to being deemed unfit for active duty each year. Therefore, this research analyzes theoretical concepts such as unfitness for active duty, Green Camp, military examination centers, and military judgments, along with previous research data. Using data from 947 individuals deemed unfit for active duty, the study analyzes variables such as military judgment results, unit location, date of review, rank, problem type, and specific medical conditions. The analysis investigates differences in military judgment results based on soldier characteristics and identifies factors influencing these results through multiple logistic regression analysis. As a result, it is suggested that a reassessment of the standards for physical examinations and enlistment screening criteria by the Military Manpower Administration is necessary, as well as a reconsideration of the eligibility for active duty of Grade 4 individuals. The Ministry of National Defense and the National Assembly are urged to reconsider the furlough system for trainees and the establishment of a military service law regarding the education and discharge system for unfit individuals. The Army needs to strengthen character education and leadership training, and foster exchange between military and civilian professional counselors. Officers responsible for managing soldiers need to identify and separate unfit individuals and take prompt action. Suggestions should be made to related institutions and the Army to contribute to accident prevention and stable force management.

본 연구는 인구급감과 함께 군에서도 병력자원의 부족 현상에 대비하여 대체 방안을 모색하고 있으나 매년 현역 복무 부적합 판정으로 정상적인 군 생활을 하지 못하고 전역하는 병사는 증가하는 현상이다. 그 래서 현역 복무 부적합, 그린캠프 및 병역심사대, 병역판정 등의 이론적 개념과 선행연구 자료에 대하여 분 석하였으며, 현역 복무 부적합 인원 947명의 자료를 이용하여 병역판정 결과, 부대의 위치, 심의 날짜, 계급, 문제 유형, 세부 병명 등의 변수에 대하여 분석하였다. 연구 분석은 병사의 특성에 따른 병역판정 결과의 차이와 병역판정 결과에 미치는 영향에 대하여 다중 로지스틱 회귀분석을 통하여 결과를 도출하였다. 그 결과 병무청 징병 신체검사와 입영 판정검사 기준의 재설정과 신체 등급 4급 인원의 현역 입대 여부에 관 하여 재판단이 필요하였고, 국방부와 국회에서는 훈련병의 귀가 제도 재검토와 부적합 인원의 교육 퇴교제 도의 병역법 신설이 필요하였다. 육군에서는 인성교육과 리더십 교육을 강화하고 군과 민간의 전문상담사 교류가 필요하였다. 병사를 관리하는 간부는 부적합 인원의 식별과 분리, 신속한 조치가 필요하였으며 이 에 관련 기관과 육군에 제언하고 군의 사고 예방과 안정적인 병력관리에 이바지하는 데 있다.
