This study aims to help North Korean defectors in Pohang city pursue a happy life as true members of the local community by achieving economic self-reliance through job creation and stable living within the institutional framework of social welfare policies. The purpose of this study is to provide basic data for more effective and systematic implementation of support contents and methods for North Korean defectors through the discovery of economic support measures to support this and customized policies to enhance social participation. The following conclusions were obtained by conducting research through literature research and FGI analysis, surveys for North Korean defectors residing in Pohang City, and interviews with officials. First, emotional support, job support, and institutional support should be implemented step by step by setting the direction of support for economic independence of North Korean defectors. Second, the priorities of North Korean defectors' self-reliance settlement support and welfare policies are divided into early, medium, and long-term settlement periods. Third, policy tasks include providing psychological counseling services, implementing emotional healing experience programs, improving understanding and awareness of North Korean defectors, and implementing a mentor system through emotional support policies. As a customized job support policy, customized employment education is provided to obtain desired certificates for each small group, and job information is converted into data, platform construction, and a dedicated job counselor system is established. As for institutional support, a government official dedicated to North Korean defectors is designated, a new private organization is established, a North Korean refugee center is established, and a regional council is formed.

본 연구는 북한이탈주민이 포항시에서 일자리 창출을 통한 경제적 자립과 사회복지정책의 제도권 안에 서의 안정된 생활을 통해 진정한 지역 사회 일원으로 행복한 삶을 추구하는데 도움을 주고자 한다. 이를 뒷받침 할 수 있는 경제적 지원 방안과 사회참여 제고를 위한 맞춤형 정책 발굴을 통해 북한이탈주민에 대 한 지원내용과 방법 등에 보다 효과적이고 체계적인 실행에 기초자료를 제공하는데 목적이 있다. 이를 위 해 문헌조사와 FGI 분석, 포항시 거주 북한이탈주민 대상 설문조사 등을 통해 연구를 진행하여 다음과 같 은 결론을 얻었다. 첫째, 북한이탈주민의 경제적 자립을 위한 지원 방향 설정을 통해 정서적 지원, 일자리 지원, 제도적 지원을 단계적으로 실시하여야 한다. 둘째, 북한이탈주민의 자립 정착지원 및 복지정책의 우 선순위를 초기, 중기, 장기 정착 시기로 구분한다. 셋째, 정책적 지원과제로는 정서적 지원정책을 통해 심 리상담 서비스 제공, 정서적 힐링 체험 프로그램 실시, 북한이탈주민의 이해 및 인식개선 도모, 멘토 제도 를 실시한다. 맞춤형 일자리 지원정책으로는 소그룹별 희망 자격증 취득을 위한 맞춤형 취업 교육을 실시 하며, 취업 정보의 데이터화와 플랫폼 구축, 전담 직업상담사 제도를 구축한다. 제도적 지원으로는 북한이 탈주민 전담 공무원을 지정하고 새로운 민간 전담 기구 신설, 북한이탈주민 회관 설립과 지역 협의회를 구성한다.
