This study aimed to derive implications by analyzing the problems of the discussion on local extinction and the local extinction risk measurement indicators of previous studies, and to develop an extinction risk measurement index for basic local governments in rural and fishing villages. The implications derived from the research are as follows. First, measurement indicators should be developed for analysis of basic local governments in non-metropolitan areas, agricultural, and fishing villages. Second, it is necessary to pay attention to the movement of the entire youth population, away from the center of the female population aged 20-39. Third, the reference age should be increased for the number of people aged 65 or older. Fourth, intangible assets of agricultural and fishing village communities should be included in the measurement index. Fifth, factors related to social changes surrounding agricultural and fishing villages, such as the ‘living population’, should be reflected in the measurement index. The indicators for measuring the risk of extinction of basic local governments in rural and fishing villages reflecting these implications are organized as follows. First, as indicators to grasp the trend of population increase or decrease reflecting the characteristics of agricultural and fishing villages, the possibility of population growth is measured by the number of ‘living population’, the number of people returning to farming and rural areas, the number of young people aged 19 to 45, and the number of people aged 70 or older. Next, as indicators for grasping the identity of local communities in rural and fishing villages, the sustainability of local communities is measured by a sense of community and the level of local community activation.

본 연구는 그동안 전개된 지방소멸 논의의 문제점과 선행연구의 지방소멸 위험 측정지표들을 분 석해 시사점을 도출하고, 이를 통해 농산어촌 기초지방자치단체의 소멸위험 측정지표를 개발하고자 하였다. 연구결과 도출된 시사점은 다음과 같다. 첫째, 비수도권 농산어촌 기초지방자치단체를 분석 대상으로 하는 측정지표를 개발해야 한다. 둘째, 20-39세 여성인구 중심에서 벗어나 전체 청년인구의 이동에 주목해야 한다. 셋째, 65세 이상 인구수는 기준 연령을 높여야 한다. 넷째, 농산어촌 지 역사회가 지닌 무형의 자산을 측정지표에 포함시켜야 한다. 다섯째, 생활인구 등 농산어촌을 둘러 싼 사회적 변화에 관련된 요인을 측정지표에 반영해야 한다. 이러한 시사점을 반영한 농산어촌 기초지방자치단체의 소멸위험 측정지표는 다음과 같이 구성된다. 먼저, 농산어촌의 특성을 반영한 인 구증감의 추세를 파악하는 지표들로 생활인구수, 귀농 ·귀촌 인구수, 19～45세 청년인구수, 70세 이 상 인구수 등으로 인구성장 가능성을 측정한다. 다음으로 농산어촌 지역사회의 정체성을 파악하는 지표들로 공동체 의식, 지역공동체 활성화 수준 등으로 지역사회의 지속 가능성을 측정한다.
