Property crimes, such as theft and larceny are closely associated with poverty. In the past decade, the statistic represents the increase of larceny and crimes of poverty around the country. However, research on policy directions and guidance for resolutions on property crime committed by people living in poverty is lacking. There is a lack of consensus about the conceptualization of ‘larceny’ and ‘theft’ involving the unlawful taking of essential needs for humans to survive. In many cases of poverty crimes, the motive of the crime is generated by the deprivation of basic necessities, such as food, period products, education and a job to make a living. This study focuses on the concept of poverty for the deeper understanding of the larceny caused by people living in poverty. Although there is a variety of ways to define poverty, theoretical concepts and sub-dimensions of poverty can provide with policy implications to reduce the negative impacts of poverty issues on crime. A fundamental argument of this paper centers on the conceptual model of larceny and crimes of poverty which is including social, situational, and behavioral factors of the criminal. In addition, it also suggests that the government interventions in one’s poverty is necessary for implementing social safety nets programmes. Evidence-based policies that concern with individual, demographical, and legal factors of poverty crimes can achieve more effective crime control, improved quality of life, and community security. Especially, the conceptual model of larceny and crimes of poverty can be beneficial to policy designs for the poverty-responsive policing.

생계형 범죄의 증가에도 불구하고 경찰의 주요 정책에 있어서 이 문제를 적극적으 로 규정하고 대응하는 시도는 부족한 상황이다. 생계형 범죄는 생존의 필수적 요소에 대한결핍을의미하는 빈곤에서부터 시작된다. 본 연구에서는 생계형 범죄에 대한이해 와 해결방안을 모색하기 위해서는빈곤개념에 대한 이해가 필요하며, 생계형 범죄의 구 조적속성을바탕으로 한 개념화의필요성을 강조하였다. 생계형 범죄에 대한 개념화가 중요한 이유는 무엇을 사회적 병리현상으로 규정하고 국가에 의해 재조정 (readjustment) 될 것인지를 판단하게 만드는 현실적인 근거가 되기 때문이다. 생계형 범죄의 개념화를 위하여 빈곤개념에 관한 이론적, 법적 논의를 다루었으며, 사회/상황/ 행위요소를 포함하는 개념화 모델을 제시하였다. 또한 개인적 요인/인구집단 요인/법 적요인을 판단근거로 하여 적절한 국가의 개입이 이루어질 필요가 있음을 주장하였다. 마지막으로 빈곤대응적 경찰활동을 펼치기 위한 치안 정책적 대응방안으로 생계형 범 죄의 제도적 개념화와 증거기반 정책을 통한 국가책임제 강화 방안을 제시하였다.
