This study analyzed the factors affecting the process of autonomous police policy change by applying the Advocacy Coalition Framework and Policy Stream Framework. The implications of changes in autonomous police policy through the application of the mixed model are as follows. First, as a result of applying the case of autonomous police to the Advocacy Coalition Framework, the supporters of the advocacy coalition for the introduction of autonomous police took the positions discussed by the police command, which had been pressured to introduce autonomous police through coordination of forces and investigative powers to support the president's pledges. You can see that you have it. The Anti-Introduction Advocacy Coalition is made up of front-line police officers who are directly influenced by both parties and autonomous police. Second, the policy window is opened through the flow of policy issues, which are policy subsystems. The Moon Jae-In administration formed a special committee on the autonomous police system in the Presidential Autonomy and Decentralization Committee to discuss the introduction of the autonomous police system, a national task, and the National Police Agency's Police Reform Committee proposed a nationwide expansion of the autonomous police system to metropolitan local governments. Third, with regard to the flow of policy alternatives, there are aspects of the autonomous police system that have failed to provide good policy alternatives despite the public's high interest. The introduction of the current autonomous police system separates security affairs from national affairs, but there is some neglect in securing a budget for the autonomous police system, implementing security administration through resident participation, and seeking alternatives through cooperation with local governments and councils. Fourth, policy output was divided into national police and autonomous police as laws on organization and operation of national police and autonomous police were enacted, revised, and promulgated, leading to changes in police organizations, such as the establishment of the National Investigation Headquarters.

본 논문은 자치경찰정책변동 과정에 미치는 요인을 규명하기 위하여 정책옹호모형 과 정책흐름모형을 적용한 연구이다. 혼합모형의 적용을 통한 자치경찰사례 분석 결과 시사점은 다음과 같다. 첫째, 자치경찰제 사례를 옹호연합모형에 적용한 결과 도입 옹 호연합의 지지층은 대통령의 공약사항을 지지하기 위한 세력과 수사권 조정 등을 통한 자치경찰의 도입에 대한 압력을 받아온 경찰지휘부가 각각 상의한 입장을 갖고 있음을 알 수 있다. 도입 반대옹호연합은 야당과 자치경찰의 직접적인 영향을 받는 일선 경찰 관들이다. 둘째, 정책의 창이 열리는 것은 정책하위체계인 정책문제의 흐름을 통하여 이루어진다. 문재인 정부는 자치경찰제 특별위원회를 구성하였고, 경찰청 경찰개혁위 원회에서는 광역지방자치단체에 자치경찰제를 전국적 확대실시를 제시하였다. 셋째, 정책대안의 흐름과 관련하여 자치경찰제는 국민들의 높은 관심에도 불구하고 좋은 정 책대안을 마련하지못한 측면이 있다. 현형 자치경찰제 도입은 치안사무에대한 구분은 국가사무와 구분되고 있으나, 자치경찰제를 위한 예산확보와 주민참여를 통한 치안행정 구현 및 지방자치단체 및 의회와 협력을 통한 대안 모색에는 소홀한 측면이 있다. 넷째, 정책산출은 자치경찰에 대한 국가경찰 및 자치경찰에 대한 조직 · 운영에 대한 법률이 제정 · 개정 공포되면서 국가경찰과 자치경찰로 구분되어, 국가수사본부 설치 등 경찰조직의 변동이 일어나게 되었다.
