With the advent of smartphones, humanity is now exchanging and exchanging an enormous amount of information in almost real time, unprecedented in the past. The convenience that this real-time exchange of information gives us is too numerous to list. However, smartphones also convey dark shadows to us. As the indiscriminate production and distribution of pornography online through smartphones spreads, the efforts of criminal justice agencies to block it are reaching their limits. Online drug trafficking and gambling are already surpassing the existing offline distribution market. In particular, cyber gambling is difficult to prevent and respond to because the actual gambling platforms and operators are located overseas, such as in Southeast Asia. This is because most of the existing legal systems and policies are designed to focus on and resolve issues that have already occurred. International cooperation must continue, but it takes too much time and has many variables. Therefore, it is necessary to understand the characteristics of cyber gambling by region and space and prepare a plan to solve the problem. Measures to raise awareness of online crime, which is still low, should also be considered. Ultimately, new comprehensive management measures must be established along with an intensive crackdown period. There is also a need to develop and introduce a cyber gambling risk index.

스마트폰의 등장으로 인류는 과거에 경험하지 못한 엄청난 양의 정보를 거의 실시간으로 주고받으며 살고 있다. 이러한 정보의 실시간 교류가 우리에게 주는 편리함은 나열하기 어려 울 정도로 많다. 그러나 스마트폰은 어두운 그림자도 우리에게 함께 전달하고 있다. 스마트 폰으로 온라인을 통한 음란물의 무분별한 제작과 유통이 확산하며 형사사법기관들의 차단 노 력도 한계에 봉착하고 있다. 온라인을 통한 마약 거래 및 도박은 이미 기존 오프라인으로 유 통되는 시장을 뛰어넘고 있다. 특히 사이버도박은 실제 도박플랫폼 및 운영자가 동남아 등 해외에 소재하는 관계로 예방과 대응에 어려움을 겪고 있다. 이는 기존 법체계와 정책이 대 부분 이미 발생한 일들에 초점을 맞추어 해결해 나가도록 만들어져 있기 때문이다. 국제공조 는 지속되어야 하지만 시간이 너무나 많이 소요되고 변수도 많다. 따라서 지역별 및 공간별 로 이루어지는 사이버도박의 특성을 파악하여 문제를 해결하는 방안을 마련할 필요가 있다. 지금도 낮은 수준인 온라인 범죄에 대한 인식을 높이는 방안도 함께 고려되어야 한다. 결국 집중적인 단속기간을 운영하는 것과 함께 종합적인 관리 대책이 새롭게 수립되어야 한다. 이 와 함께 사이버도박 위험지수를 개발하여 도입할 필요성도 있다.
