This text aims to analyze and evaluate the policies of German churches (EKD) to respond to the digitalization, especially to the Fourth Industrial Revolution (Industrie 4.0), which was adopted as Germany's national agenda in 2013. This work begins conducting historical and systematic studies of theological documents and agendas issued by the authorities of the Protestant Church of Germany (EKD) between 2013 and 2021 from a diachronic perspective. This is followed by a synchronic analysis that examines what was covered at each response stage. From this, we examine the critical issue that is central to the German church's response based on a public theological perspective. This text examines how the Protestant Church in Germany handled this task based on collective intelligence centered around local churches and the general assembly. Simultaneously, this study examines how topics such as human freedom and responsibility, protection of the weak and consideration of the marginalized, and ethical responsibility of media were dealt with. Overall, this text examines how the leadership of the National Church, including President Bedford-Strohm, is responding to digitalization with the theological focus on traditional commandments in the name of digital freedom(digital-Freiheit). The example of the German Protestant Church, which has formed public theological and ethical discourse in the face of digitalization, is expected to serve as a teaching aid to Korean churches that are attempting to handle similar challenges.

본문은 독일의 국가의제로 채택된 4차 산업혁명에 대응해 온 독일교회 의 디지털화에 대한 대응정책을 분석하고 평가하는 목표로 작성되었다. 이 러한 작업을 본문은 우선 통시적 측면에서 2013년부터 2021년까지 독일 개신교회(EKD) 당국이 내놓은 신학적 문서와 의제에 대한 역사적, 체계적 연구를 수행하는 작업으로부터 시작한다. 다음으로 각 대응 단계에서 다루 어진 내용을 살펴보는 공시적 분석으로 이어진다. 이러한 고찰에서 공공신 학적 관점에 기반을 둔 독일교회의 대응에서 핵심이 되는 문제의식은 무엇 인지 살펴본다. 본문은 독일의 개신교회가 지역교회와 총회를 중심으로 집 단지성에 입각해서 이 과제를 어떻게 풀어나갔는지 살펴보고 있다. 동시에 인간의 자유와 책임, 약자의 보호와 소외된 자들을 향한 고려의 배려, 필터 버블로 상징되는 미디어윤리의 책임 등의 주제가 어떻게 다루었는지 살펴 나가고 있다. 전체적으로 본문은 총회장 베드포드-슈트롬을 위시한 국민 교회의 지도부가 디지털-자유의 이름하에 전통적인 계명의 신학적 중심하 에 디지털화의 과제와 대응방향을 압축 요약해 나가는 면모를 살펴보고 있 다. 디지털화에 직면해서 단순히 기술적 도전의 대응차원을 넘어서 공공신 학적, 윤리적 담론을 형성해 나간 독일개신교회의 사례는 비슷한 과제를 풀어나가고 있는 한국교회에 반면교사가 될 것으로 기대된다
