(Purpose) This study examines the refugee integration policy in Germany within the context of the European refugee crisis, using Kant’s cosmopolitan perspective of conditional hospitality. The increase in refugee influx due to the Syrian civil war in 2015 triggered anti-refugee sentiment, but Germany’s implementation of the Welcome Package and Integration Act strengthened its refugee reception and integration policy, making it a valuable research subject. (Research methods) Based on an understanding of the limitations of multiculturalism, this study extracts indicators from existing immigrant integration indicators and diagnoses the effectiveness of Germany’s refugee policy through factors that can reveal Kant’s perspective. The study also evaluates the sustainability of the policy through the policy effects on education and employment, which are the most basic elements for social integration of refugees, and psychological and non-material elements that have not received relatively much attention so far. (Findings) Kant’s conditional hospitality seems to be somewhat successful in Germany’s refugee integration policy, as it emphasizes the mutual obligations and social contract between natives and foreigners. (Conclusion and recommendations) Germany remains internationally recognized as one of the most exemplary countries in refugee policy even after the European refugee crisis. However, there are aspects that are gradually worsening (e.g., natives' acceptance of refugees), requiring policy improvements that reflect this understanding.

(연구목적) 본 연구는 칸트의 조건적 환대 관점을 사용하여 유럽 난민 위기 속에서의 독일 난민 사회통합 정책을 연구하는 것을 목적으로 한다. 2015년 시리아 내전으로 인한 난민 유입 증가는 반난민 정서를 일으켰지만, 독일 은 망명 패키지와 통합법을 시행하여 난민 수용 및 사회통합 정책을 강화했기에 연구 가치가 있다. (연구방법) 본 연구는 다문화주의의 한계 지점에 대한 이해를 바탕으로 기존의 지표들 중 칸트의 조건적 환대의 관점을 드러낼 수 있는 지표들을 통해 독일의 난민 사회통합 정책의 효과를 진단한다. 난민의 사회통합을 위해 가장 기본적인 요소인 교육과 고용에 대한 정책 효과, 그리고 지금껏 상대적으로 주목받지 못했던 심리적･비물 질적 요소(ex. 난민과 선주민과의 일상 속 관계, 난민들의 독일에 대한 신뢰 수준, 어린이･청소년의 적응 정도 등)들을 통해 독일 난민들의 사회통합 정도와 정책의 지속가능성을 평가한다. (연구결과) 칸트의 조건적 환대는 선주민과 이방인과의 상호적 의무와 사회계약을 강조하는 관점으로서 독일의 난민 사회통합정책은 이 관점에 일정 정도 성공적이라고 판단된다. (결론 및 제언) 독일은 유럽난민 위기 이후에도 여전히 난민 정책에서 국제적으로 가장 모범적인 국가로 꼽힌다. 다만, 여느 사회와 마찬가지로 점진적으로 악화되고 있는 측면들(ex. 난민에 대한 선주민의 수용 의식)이 있기에 난민과 선주민 간의 상호성에 대한 이해와 이를 반영한 정책적 개선이 요구된다.
