In recent years, there has been a growing prominence of the term ‘access’ in the arts and cultural sector as a means to advocate for the inclusion of people with disabilities. However, terms including barrier-free, universal design, and inclusive design, which also represent accessibility for the disabled, are used interchangeably in the cultural field. This terminological inconsistency highlights the absence of a comprehensive and consistent policy discussion, as well as an academic conceptualization of ‘access’. Despite a certain level of implicit consensus, there is an urgent need for improvement or clarification, especially in light of recent significant policy developments for disability arts, including the establishment of ‘the Culture and Arts Division for Disability Arts’ under the Ministry of Culture, Tourism and Sports in Korea(December 2023). Against this backdrop, this study attempts to conceptualize the discourse on ‘disability access’ within the cultural field from three distinct levels. Firstly, it examines the historic discussions of access at the legal and institutional levels. Secondly, it investigates the the concept of access from the perspective of cultural policy discourse. Thirdly, it explores how the concept of ‘access’ should be understood and applied in disability arts policy-making by analyzing related terms, such as barrier-free, universal design, and inclusive design. Through this comprehensive analysis, the study proposes key directions for interpreting the concept of access from a cultural policy perspective, theryby contributing to the establishment of a theoretical foundation for the discourse for the discourse on access in the arts.

최근 문화예술 분야에서 장애인 문화예술 활동의 활성화를 지지하는 ‘접근성’이라는 용어가 활발하게 사용되고 있다. 하지만 예술현장에서 그간 장애인 접근성을 대변하기 위해 활용되어 온 배리어프리, 유 니버설 디자인, 인클루시브 디자인 같은 관련 용어들이 여전히 혼재되어 사용되고 있는 가운데, ‘접근성’ 에 대한 종합적이고 일관된 정책적·학술적 정의나 개념 설정은 아직까지 충분히 이루어지고 있지 않은 상황이다. 일종의 암묵적 합의는 이루어져 있다고 해도, 문화체육관광부 내에 ‘장애인문화예술과’가 설 립(2023.12)되는 등 본격적인 장애예술 정책 지원 확대가 이루어지는 가운데 이는 시급히 개선될 필요가 있다. 이러한 배경에서 이 연구는 문화예술 분야 ‘장애인 접근성’과 관련된 그동안의 논의를 모두 세 가 지 층위에서 접근하여 개념적 고찰을 시도한다. 먼저 법·제도적 차원과 문화정책 담론 차원에서의 ‘접 근성’ 논의를 짚어보고, 마지막으로 장애인 접근성과 연계 하에 문화예술계에서 사용되는 배리어프리, 유니버설 디자인, 인클루시브 디자인 등 세 개의 관련 용어들을 분석함으로써 향후 ‘접근성’ 개념이 장애 예술 정책과 관련하여 어떻게 이해되고 활용되어야 할 것인지를 검토하고자 한다. 이를 통해 장애인 접 근성 개념을 포괄적으로 이해하는데 필요한 핵심적인 방향성을 문화정책 관점에서 제언하고, 장애인 접 근성과 관련된 이론적 토대 형성에 기여하고자 한다.
