This study aims to provide foundational data for formulating socially acceptable policies by processing and analyzing data related to non-marital births. For this purpose, data from the French National Institute of Statistics and Economic Studies (INSEE) and the OECD were analyzed and processed, and reasons for differences were examined through a review of prior studies. The analysis found that non-marital birth rates in France surged following the events of May 1968, and the introduction of the Civil Solidarity Pact (PACS) contributed to the social acceptance of non-marital births. Japan showed a different trend from Korea, with cultural characteristics that view the family as a business inheritance. Korean policies have been focused on marital births, but there appears to be a need for policy formulations that recognize diverse family structures in the future.

본 연구는 미혼 출생과 관련된 데이터를 가공·분석해, 사회적 수용이 가능한 정책을 구성할 수 있는 기본 적 자료를 제공하는 것을 목적으로 한다. 이를 위해 프랑스 국립통계경제연구소(INSEE)와 OECD 데이터를 분석- 가공하고, 차이를 구성되는 사유를 선행연구들을 검토하여 분석하였다. 분석 결과, 프랑스는 68운동 이후 미혼 출 생율이 급증했으며 PACS가 미혼출생의 사회적 수용에 기여했다. 일본은 가족을 가업 중심으로 보는 문화적 특성 이 한국과 다른 경향성을 보였다. 한국의 정책은 혼인 출생과 관련된 정책에 집중하고 있지만, 앞으로는 다양한 가족 형태를 인정하기 위한 정책적 입안이 필요해 보인다.

INCA was registered as an incorporated association under the Ministry of Information and Communications. The main purpose of the organization is to improve our society by achieving the highest capability possible in next generation convergence technology.
