The purpose of this study is to propose improvements for the evaluation items of the safety and health level assessment. The ultimate goal is to select construction contractors with competent safety management capabilities through the improved construction safety and health level assessment, thereby preventing accidents and avoiding violations of the Severe Accident Punishment Act. To achieve this, (1) the current evaluation items of the safety and health level assessment were analyzed to identify systemic limitations and establish directions for improvement. (2) By researching studies on the evaluation of safety management capabilities of construction contractors at the bidding stage and investigating compliance requirements of the Severe Accident Punishment Act, necessary evaluation items to be reflected in the construction safety and health level assessment were identified. (3) Based on the identified evaluation items, 21 detailed evaluation items were presented, divided into safety policy, safety management system, safety performance and accidents, and safety promotion. The study emphasizes the importance of the safety and health level assessment and suggests ways to ensure that construction contractors with competent safety management capabilities are selected.

본 연구의 목적은 건설공사 안전보건수준평가의 평가항목에 대한 개선 방안을 제시하는 것이다. 개선된 건설공사 안전보건수준평가를 통하여 안전관리 능력을 갖춘 건설공사 수 급인이 선정되어 안전사고를 방지하고 ｢중대재해처벌법｣을 예방함이 궁극적인 목적이다. 이를 위해 (1) 현재의 안전보건수준평가의 평가항목을 분석하여 제도적 한계점을 파악하고 개선 방향을 정립하였다. (2) 입찰단계에서 건설공사 수급인의 안전관리 평가를 연구한 외 국의 선행연구와 ｢중대재해처벌법｣ 의무 이행사항의 조사를 통해 건설공사 안전보건수준 평가에 반영이 필요한 평가항목을 도출하였다. (3) 도출된 평가항목을 토대로 안전 정책, 안전관리 시스템, 안전 실적 및 사고, 안전 증진으로 구분된 21개 세부 평가항목을 제시하 였다. 연구의 결과를 바탕으로 안전보건수준평가의 중요성을 강조함과 동시에 안전관리 능력을 갖춘 건설공사 수급인이 선정될 수 있는 방안을 제안하였다.
