Kangwonland has continued to gradually expand facilities and grow as a four-season integrated resort since its establishment in 2000 to the present, contributing greatly to the development of the abandoned mine area, but there have been many conflicts with local residents as well. Residents of the Jeongseon area, where Kangwonland is located, were less satisfied than other cities and counties with the increase in real estate value and balanced regional development, especially the contribution to increase in fiscal revenue, confirming results that are different from previous studies. This means that local residents have become insensitive to the economic performance and regional contribution of Kangwonland, a long-lived company with over 20 years of operating know-how as a casino and integrated resort. The implications are as follows. First, it is necessary to rebrand the name ‘Kangwonland’ and enact the Kangwonland Act to establish its identity as an integrated resort. Second, easing regulations related to casinos is necessary for the development of the complex resort tourism industry in Korea as well as in abandoned mine areas and Gangwon State. Third, in order to be competitive as a global integrated resort, Kangwonland needs large-scale innovation in terms of openness, integration, luxury, and enlargement.

폐광지역 경제진흥 및 균형 발전을 위하여 설립한 강원랜드 복합리조트의 지역사회 발전 효과를 검증하고자 한다. 연구분석방법으로 차이 분석과 다중 회귀분석을 통해 지역별·출생지별 차이가 있음을 확인하고, 회귀분석으로는 지역발전에 영향을 미치는 변수가 무엇인지 규명하였다. 이 연구는 강원랜드 설립 후 20여 년이 지난 시점에서 오히려 강원랜드가 위치한 정선지역 주민은 부동산가치 증대 및 지역 균형 발전, 특히 재정 세입 증대 기여도 등이 다른 시군에 비해 만족도가 낮은 것으로 나타나 선행연구와 다른 결과를 확인할 수 있었다. 시사점을 제시하면 다음과 같다. 첫째, 복합리조트로서 정체성 확립을 위한 ‘강원랜드’ 네이밍의 리브랜딩(Rebranding)과 강원랜드 법 제정이 필요하다. 둘째, 폐광지역과 강원특별자치도 뿐만 아니라 우리나라의 복합리조트 관광산업 발전을 위해서는 카지노와 관련한 규제 완화가 필요하다. 셋째, 강원랜드의 내생적 혁신전략을 통해 개방화·복합화·고급화·대형화 전략으로 폐쇄성을 극복한 글로벌 복합리조트로서 경쟁력을 갖추어야 할 것이다.
