This study explores the potentials of mobile phone as an effective tool for crisis management in the contemporary society. More specifically, the discussion is focused on the possible function of mobile phone for constructing and maintaining a communication network where all the involved parties including victims, professionals, government, and volunteers can share their information to manage disastrous situations. Integrating the theoretical framework of Harbermas with diverse discussions on the current development of new media, the author developed a conceptual framework regarding the use of the mobile phone as an effective tool for communication under disastrous situations. The conceptual propositions postulated in this paper, based on the theoretical integration and analysis of existing crisis management systems in several countries, include; (1) the incept of mobile phone has radically extended our communication capability, (2) mobile phone is one of the most powerful tools for realization of “Public Sphere” of communication proposed by Harbermas, (3) Crisis management communication system built upon the concept of “Public Sphere”constructed by mobile phone network will be not only viable in our society but also very effective.

본 연구는 날로 중요성이 더해가는 재난관리에 초점을 맞추어 이동전화를 이용하여 재난발생시 재난 당사자를 비롯한 전문가, 정부, 자원봉사자들을 연결해 주는 공론영역구축의 가능성과 효율성에 대한 논의에 중점을 두었다. 하버마스의 “공론영역”의 개념과 이동전화의 발달에 대한 다양한 기존의 연구들을 바탕으로 본 논문은 재난상황에서 이동전화를 이용한 재난관리 커뮤니케이션 네트워크를 구축할 수 있는 가능성에 대한 이론적 바탕을 구성하려 하였다.공론영역, 그리고 미디어 발달에 대한 기존의 연구들과 여러 국가들에서 채택하고 있는 재난관리 네트워크를 분석하여 다음과 같은 결론들이 도출되었다. (1) 이동전화는 기존미디어를 대체할 수 있는 기술적인 유동성으로, 통합성과 이동성을 갖추고 있다. (2) 기술적인 발달은 공론영역의 변용을 가져다주었으며, 특히 이동전화 등장이후, 삶의 질적인 측면에서 공론영역의 구축의 중요성이 더 부각되고 있다. (3) 이동전화를 이용한 네트워크 활용은, 재난관리 커뮤니케이션 시스템을 통한 공론영역의 구축가능성뿐 아니라, 매우 효과적인 재난매체로 작용할 것이다.
